• Violators of the state of restriction's regulations will be prosecuted criminally.
• You could be sentenced to six months in prison, fined, or both if you violate the rules, the ministers announced at the Union Buildings in Pretoria on Wednesday.
• The regulations were printed in the Government Gazette on Wednesday. It will be valid from Thursday 26 March at 00:00 to 16 April at 00:00. The state of restriction may be extended if the state deems it necessary.

FOR THE NEXT 21 DAYS YOU MAY NOT:

• Leave your home or yard, provided you have to perform or obtain an essential service, obtain a social allowance, or are in a medical emergency (an accident patient) or receive medical treatment for a chronic condition.
• Gatherings are prohibited. Funerals are provided for a maximum of 50 people to attend. Night watches are forbidden.
• No one is allowed to move between provinces. No one may move between cities or different municipal regions.
• All businesses will close their doors unless they are included in the list of essential services.
THE FOLLOWING PLACES WILL BE CLOSED, according to Bheki Cele, minister van polisie:

• Any place or premises where church, cultural, sports, entertainment, leisure or similar activities take place.
• Any place that sells non-essential goods, as well as parks, beaches, flea markets, bazaars, casinos, hotels and guesthouses.
• Private and public game parks, resorts, drinking places such as taverns, shebeens and shishanyamas.
• Liquor stores and the parts of supermarkets that sell liquor
• Movie theaters, shopping malls, taxi stands, bus and train stations.
• Restaurant * Stores selling essential goods are prohibited from selling any other goods. Spaza shops will be allowed to do business. *
• You may not walk or walk with your dog, even though previous rumors say. The purchase and use of alcohol in public is prohibited.

TEST FOR COVID-19:

• No one suspected of having the coronavirus may refuse to be tested for it, or refuse to be quarantined or isolated. Positive cases can also not refuse to receive treatment.

If you refuse, you will be forced into the necessary safe facilities for 48 hours, pending a warrant for your arrest.CRIME:
Police will increase its units against domestic violence. Victims can call police on 0800 150 150. Call 10111 for crime cases.

BORDER POSTS AND SERVICES BY HOME AFFAIRS:

• All border posts (and ports) are closed and only goods will be allowed by some border posts. Foreigners who arrived in the country just before the restriction will be restricted to temporary housing and may be subject to quarantine processes.
• Dr. Aaron Motsoaledi said home affairs will only issue temporary identity documents in the 21 days. No applications for new IDs will be processed and no passports, new birth certificates or marriage certificates (old or new) will be issued in the 21 days. Only replacement birth certificates will be issued during that time.
• Home Affairs will issue death certificates.

TRANSPORT:

• All shuttle services are discontinued, with the exception of buses, taxis, transport services such as Uber and private cars to transport workers providing essential services, or for people to do essential things such as buying food or obtaining medical treatment. Public transport must not exceed 50% of their licensed capacity. Therefore, if a taxi can carry 14 people, it can only transport seven.
• Transport Minister Fikile Mbalula said no public transport services should be allowed between 09:00 and 16:00.
• All international and local flights are stopped. Only essential cargo will be allowed in the country. Goods from high-risk countries must be disinfected.
• Pleasure boats are banned from the ports. Necessary freight will be received at ports.
• Minibus taxis: Taxis funded by Sifa will receive a three-month installment holiday. Banks are considering similar steps. Taxis will only be able to transport essential services staff. The times are from 05:00 to 09:00 in the morning and afternoons from 16:00 to 20:00. Precautions must be taken against the virus for each trip. The government will help wherever possible.
• Meter taxis and Uber and other services will be allowed to transport essential services staff. They will also be allowed to drive from 05:00 to 09:00 and again from 16:00 to 20:00. These vehicles must also be disinfected.
• Vehicles that can carry four people can also only travel with one passenger. Disinfectants must be available in all taxis and must have at least a 60% alcohol base.
• Buses will only transport people who provide essential services, "such as Eskom workers or those who go to the hospital". All cross-border movement of people is prohibited. Goods can still be imported and exported to and from neighboring countries.
• All driving license centres will be closed. If licenses expire during this period, it will still be considered valid until the period is over. If your driver's license expires during the restriction, it will still be valid for the duration of the restriction.
• Where people are required to provide essential service but do not have access to transport, the employer must provide the transport provided that the vehicle is not allowed to carry more than 50% of its licensed capacity.
• The Department of Transport will issue directives to people who want to obtain essential goods but do not have access to private transport.
COMPENSATION FOR DAMAGES:
• No person will be compensated for any damages or losses incurred as a result of a “bona fide” by any law enforcement officer. For example, if a police officer searches your car and does not maliciously damage something, you may not sue him / her for it.

IN A NUTSHELL:

Here's what the list of regulations that restrict your movements looks like:
• Only 50 people will be allowed at a funeral.
• Journalists must show their press cards, ID documents and proof of their employer before they can move around
• Do not walk or walk in the street with your dog.
• Large malls will be closed.
• You may only shop at your nearest store.
• Stores selling essential goods are prohibited from selling any other goods
• Limited public transport only between 05:00 - 09:00 and 16:00 - 20:00.
Any place or place where church, cultural, sports, entertainment, leisure or similar activities take place at sea will be closed. So do casinos, parks, guesthouses, beaches and flea markets.

Oortreders van die staat van inperking se regulasies sal strafregtelik vervolg word.

Jy kan tot ses maande tronkstraf gevonnis word, ’n boete opgelê word, of tot tronkstraf én ’n boete gevonnis word as jy die reëls oortree, het ministers Woensdag by die Uniegebou in Pretoria aangekondig.

Die regulasies is Woensdag in die Staatskoerant gedruk.

Dit sal vanaf Donderdag 26 Maart om 00:00 tot 16 April om 00:00 geldig wees.

Die staat van inperking mag verleng word indien die staat dit nodig ag.

VIR DIE VOLGENDE 21 DAE MAG JY NIE:

* Jou huis of erf verlaat nie, mits jy ’n noodsaaklike diens moet verrig of bekom, ’n maatskaplike toelaag moet gaan haal, of in ’n mediese noodsituasie verkeer (’n ongevalle-pasiënt) of mediese behandeling vir ’n kroniese toestand moet ontvang.

Saamtrekke word verbied. Daar word voorsiening gemaak vir begrafnisse wat deur ’n maksimum van 50 mense bygewoon mag word. Nagwake word verbied.

* Niemand mag tussen provinsies beweeg nie.

* Niemand mag tussen stede of verskillende munisipale streke beweeg nie.

* Alle ondernemings sal hul deure sluit, tensy hulle ingesluit word op die lys van noodsaaklike dienste.

DIE VOLGENDE PLEKKE SAL TOE WEES, volgens Bheki Cele, minister van polisie:

1. Enige plek of perseel waar kerk-, kulturele, sport-, vermaak-, ontspannings- of soortgelyke aktiwiteite plaasvind.

2. Enige plek wat nie-noodsaaklike goedere verkoop, sowel as parke, strande, vlooimarkte, basaars, casino’s, hotels en gastehuise.

3. Private en openbare wildparke, vakansieoorde, drinkplekke soos tavernes, sjebiens en shishanyamas.

4. Drankwinkels en die dele van supermarkte wat drank verkoop

5. Rolprentteaters, winkelsentrums, taxi-staanplekke, bus- en treinstasies.

6. Restaurante

* Winkels wat noodsaaklike goedere verkoop word verbied om enige ander goedere te verkoop.

* Spazawinkels sal toegelaat word om sake te doen.

* Jy mag nie met jou hond gaan stap of gaan draf nie, al sê vorige gerugte wát.

* Die aankoop en gebruik van alkohol in die openbaar word verbied.

TOETSE VIR COVID-19:

Niemand wat vermoed word dat hulle die koronavirus onder lede het, mag weier om daarvoor getoets te word nie, of weier om in kwarantyn of isolasie geplaas te word nie. Positiewe gevalle mag ook nie weier om behandeling te ontvang nie.

Indien jy sou weier, sal jy vir 48 uur in die nodige, veilige fasiliteite ingedwing word, hangende ’n lasbrief vir jou inhegtenisneming.

MISDAAD:

* Die polisie gaan sy eenhede vermeerder wat optree teen huishoudelike geweld. Slagoffers kan die polisie skakel op 0800 150 150. Bel 10111 vir misdaadgevalle.

GRENSPOSTE EN DIENSTE DEUR BINNELANDSE SAKE:

* Alle grensposte (en hawens) is gesluit en net goedere sal deur sommige grensposte toegelaat word. Buitelanders wat in die land aangekom het net voor die inperking, sal tot tydelike huisvesting beperk word en mag aan kwarantyn-prosesse onderwerp word.

* Dr. Aaron Motsoaledi het gesê binnelandse sake gaan net tydelike identiteitsdokumente in die 21 dae uitreik. Geen aansoeke vir nuwe ID’s sal verwerk word nie en geen paspoorte, nuwe geboortesertifikate of huweliksertifikate (oud of nuut) sal uitgereik word in die 21 dae nie. Daar sal net vervangingsgeboortesertifikate daartydens uitgereik word.

* Binnelandse sake sal wel doodsertifikate uitreik.

VERVOER:

* Alle pendelvervoerdienste word gestaak, met die uitsondering van busse, taxi’s, vervoerdienste soos Uber en private motors om werkers te vervoer wat noodsaaklike dienste lewer, of vir mense om noodsaaklike dinge te doen, soos om kos te koop of om mediese behandeling te bekom. Openbare vervoer mag nie meer as 50% van hul gelisensieerde kapasiteit vervoer nie. As ’n taxi dus 14 mense kan vervoer, mag hy nou net sewe vervoer.

Fikile Mbalula, minister van vervoer, het gesê geen openbare vervoerdienste mag tussen 09:00 en 16:00 ry nie.

* Alle internasionale asook plaaslike vlugte word gestop. Net noodsaaklike vrag sal in die land toegelaat word. Goedere uit hoërisiko-lande moet ontsmet word.

* Plesierbote word die hawens verbied. Noodsaaklike vrag sal by hawens ontvang word.

* Minibustaxi’s: Taxi’s wat gefinansier word deur Sifa sal ’n drie maande paaiement-vakansie kry. Banke oorweeg soortgelyke stappe. Taxi’s sal net noodsaaklike dienste se personeel mag vervoer. Die tye is van 05:00 tot 09:00 in die oggend en smiddae van 16:00 tot 20:00. Voorsorgmaatreels teen die virus moet vir elke rit getref word. Die regering sal help waar moontlik.

* Metertaxi’s en Uber- en ander dienste sal toegelaat word om noodsaaklike dienste se personeel te vervoer. Hulle sal ook van 05:00 tot 09:00 en weer van 16:00 tot 20:00 mag ry. Hierdie voertuie moet ook ontsmet word.

Voertuie wat vier mense kan vervoer, kan ook net met een passasier ry. Ontsmettingsmiddels moet in alle taxi’s beskikbaar wees en moet ten minste ’n 60%-alkoholbasis hê.

* Busse sal net mense vervoer wat noodsaaklike dienste lewer, “soos Eskom-werkers of diegene wat na die hospitaal gaan”. Alle oorgrensbeweging van mense word verbied. Goedere kan wel nog na en van buurlande in- en uitgevoer word.

Alle sentrums vir bestuurslisensies sal gesluit wees. As lisensies in dié tydperk verval, sal dit nog as geldig beskou word totdat die tydperk verby is.

* As jou bestuurslisensie tydens die inperking verval, sal dit steeds vir die duur van die inperking geldig wees.

* Waar mense ’n noodsaaklike diens moet lewer, maar nie toegang tot vervoer het nie, moet die werkgewer vir die vervoer sorg op voorwaarde dat die voertuig nie meer as 50% van sy gelisensieerde kapasiteit mag vervoer nie.

* Die departement van vervoer sal direktiewe uitreik vir mense wat noodsaaklike goedere wil bekom, maar nie toegang tot private vervoer het nie.

VERGOEDING VIR SKADE:

* Niemand sal vir enige skade of verliese vergoed word wat ontstaan weens ’n “ter goedertrou-optrede” (bona fide) deur enige wetstoepasser nie. As ’n polisiebeampte byvoorbeeld jou kar deursoek en nié-kwaadwillig iets beskadig, mag jy hom/haar nie daarvoor dagvaar nie.

IN 'N NEUTEDOP:

Só lyk die lys van regulasies wat jou bewegings beperk:

* Slegs 50 mense sal by 'n begrafnis toegelaat word.

* Joernalilste moet hul perskaarte, ID dokumente en 'n bewys van hul werkgewer wys, voordat hulle mag rond beweeg

* Jy mag nie in die straat met jou hond gaan stap nie of gaan draf nie.

* Groot winkelsentrums sal gesluit wees.

* Jy mag slegs by jou naaste winkel inkopies doen.

* Winkels wat noodsaaklike goedere verkoop word verbied om enige ander goedere te verkoop

* Beperkte openbare vervoer slegs tussen 05:00 – 09:00 en 16:00 – 20:00.

* Enige plek of perseel waar kerk, kulterele, sport, vermaak, ontspanning of soortgelyke aktiwiteite zeeplaasvind, sal gesluit wees. So ook casino’s, parke, gastehuise, strande en vlooimarke.
