Participatory Appraisal of Competitive Advantage
This initiative is Phase 1 of the George Municipality Economic Development (ED) Competitiveness Initiative, the outcome of which will be Economic Development Strategy for the municipal area. Phase 2 of the project (to be launched in April 2012) will focus on Business Retention and Expansion (BR&E).
PACA has been introduced into more than 40 countries in Asia, Africa, Latin America and Europe. It is applied by dozens of LED facilitators. It has helped local stakeholders in hundreds of locations to better understand each other and their place, and to formulate effective Local Economic Development activities.
PACA is a methodology to prepare an action-oriented diagnostic of the local economy, to initiate economic development initiatives and to assess and refocus ongoing ED activities. It mobilises and motivates local stakeholders to take an active role in an ED initiative through fast analysis and action learning. It builds off George’s strengths and opportunities and focuses on quick visible wins. More detail on the project can be found in this two page summary document.
