PUBLIC NOTICE 3: ELECTRICAL TARIFFS (AMP LIMIT) – Amendment to Phase 3 Rollout of Power Limit Adjustment Project

BACKGROUND INFORMATION
George Municipality embarked on a process to phase in a new electricity tariff structure last year on 1 July 2022 and which is in line with the National Energy Regulator of South Africa (NERSA) approved cost of supply study for George as well as the municipal Electricity Pricing Policy. The municipality has been effecting these changes in a variety of ways to limit the impact on our consumers as far as possible.

WHY THE AMENDMENT TO PHASE THREE ROLLOUT of Power Limit Adjustment Project?
The intention as communicated in April 2023 was to bill all consumers based on their installed capacity from the 1 July 2023. So,  for example, if you have an installed capacity of 60A prepaid meter on your premises,  you will be billed on 60A in line with the new tariff structure, unless you had already selected a capacity. However, the the economic challenges being faced by residents as a result of persistent loadshedding, higher interest rates and fuel prices have been taken into consideration and Phase Three has been changes as follows:

 

HOW PHASE THREE WILL WORK FROM 1 JULY 2023
All consumers who are currently being billed on 20A, but whose pre-paid meter is actually on a higher setting will be billed as follows from  1 July 2023:

  • Consumer with a 12-month average historic monthly consumption of above 400 units (kWh) and below 600 units (kWh), to be placed (billed) on 30A. (400 – 600 = 30A)
  • Consumer with a 12-month average historic monthly consumption of above 600 units (kWh), to be placed (billed) on a 40A. (>600 = 40A)
  • Indigents consumers are not impacted by this phase, as all indigent consumers are dealt with in line with the Indigent Policy.
  • All consumers who have already made their selections are not impacted.
  • All residential consumers will thus be moved to be on at least a 30A supply, except those who have chosen to be on 20A.
  • Commercial customers will be billed on actual capacity from July 2023 onwards. (This is maximum 80A on either single or three phase connection).

Key Reminders on the applicable Electrical Tariffs are:

  • Consumers are only allowed one capacity change per financial year; any additional changes would be subject to tariff for changes.
  • Small Domestic and Commercial tariffs (that is Prepaid and conventionally metered Consumers) are linked to the capacity limit of supply they choose.
  • Consumers who are willing to manage their loads within a capacity limited to 20 Amps Single Phase are offered a subsidised tariff with no fixed charges.
  • All Consumers who require more than 20 Amp capacity are charged a phased-in Cost Reflective Tariff with:
  • a Fixed Basic Charge,
  • a Capacity Charge depending on the capacity limit of the supply and
  • a lower Energy Charge.
  • Bulk consumers have all been moved to a Time of Use tariff.
  • Small Scale Energy Generators (SSEG) consumers are subject to fixed and Time of Use energy charges. Further information on understanding the potential electricity cost and management of loads, and how to decide about the capacity you can choose will be provided.

Bear this in mind when making your choice:

  • Capacity selection by the municipality based on the consumers historic consumption was for a financial break-even to reduce the impact on the customer and not necessarily to confirm the capacity required .
  • The Municipality cannot determine the optimal capacity required with the available meter data; therefore, consumers must determine what their energy and capacity requirements are.
  • The municipality has noted that customers are selecting the capacity as low as possible to reduce cost without understanding the implications. This is evident by the number of upgrades required once a selection is implemented. Please consider your selection carefully.
  • Account in arrears debt will be recovered from consumers through the pre-paid vending system.

Urgent Public Notice: Breakdown at Kraaibosch Sewer pump station

George Municipality wishes to inform residents in the Kraaibosch Area of a breakdown of the Sewer pump station servicing this area. Currently, a contractor is on-site conducting repairs and suction trucks are managing to carry the inflow, but we request the cooperation of these residents to minimize flow into the sewer network.

New pump sets to replace the existing pump sets at the sewer pump station have been ordered. Most of the components are in storage, whilst we await other critical components which need to be imported, with an expected delivery date of September/October 2023.

We thank the public for their cooperation and patience in this regard, whilst we are trying to resolve this situation.

UNEXPECTED INTERRUPTION OF WATER SUPPLY IN BORCHERDS

Operational teams located a saddle leakage on the main water pipeline in De Beer Street, Borcherds. This section of the pipeline was isolated to perform the required repairs.

The estimated time of repair is approximately 2 hours. A water truck will be stationed in the vicinity of De Beer Street.

Reigerpark has been experiencing unplanned power outages since yesterday. Power supply was restored in most areas yesterday with only a few houses that were still off. A Contractor was sourced to continue with the repairs of the MV cable fault today. The Estimated time of repairs is 20:00 tonight.

NOTICE is hereby given that the electricity supply will be interrupted on THURSDAY 06 JULY 2023 FROM 09H00 TO 16H00 for the purpose of doing alterations to the electrical mains. Consumers are warned to treat the installation as being live for the full duration as the supply may be resumed at any time within the notified period.

PUBLIC NOTICE: GEORGIANS BE A PART OF THE SOLUTION TO PEOPLE LIVING ON THE STREETS

George Municipality appeals to Georgians to become a part of the solution of People living on the Streets by rather giving donations to organisations such as the George Night Shelter or Kidstop than giving money or handouts to adults or children begging at streets intersections, as this has increasingly become a concern.

According to Estelle Fredericks from the Municipality Social Development department, there has been an increase in new arrivals of People living on the streets which is being exacerbated by the current economic situation. She said that giving such people money or handouts on the streets will only encourage them to keep living on the streets and has negative long-term effects.

The PLOTS (People Living on The Streets) forum was established in 2018 by George Municipality to holistically address the many factors associated with homeless people. The forum includes representatives from George Municipal Social Development Services, the South African Police Service (SAPS), Kid Stop (focuses on children living on the Streets), People Against Substance Abuse (PASA), Smoking & Alcohol Harms Alleviation & Rehabilitation Association (SAHARA), Christian Rehabilitation Ministries to the Homeless of George (Cremhog) and the National Departments of Social Development and Health.

The PLOTS Forum aims to eradicate the issue of homelessness. Night outreaches take place to quantify the number of persons currently living on the streets. These surveys also serve as a tool to identify the needs of the individuals and assess how they can be assisted going forward.

George Municipality continues to provide clothing and toiletries to persons living on the street. The toiletries include soap, facecloths, toothpaste, toothbrushes, roll-on and sanitary pads. The municipality maintains a clothing bank where residents of George donate clothing for this purpose. Many of the homeless ask for clothing or toiletries to be presentable and a register is kept for this purpose. It would assist the Municipality if more residents could donate clothing and toiletries as no funding is available for this purpose.

The Municipal Social Development division runs a job seekers programme where we motivate the homeless to seek jobs, even if it is in the informal market. The department assists with drawing up CVs and registering the homeless on the EPWP database for job opportunities. Through other stakeholders, reunification services are also planned for those individuals who indicate that they want to reunite with their families. The issue of homelessness is a vast challenge and assistance from all spheres is needed to address the issue properly.

Living on the streets is not a crime; therefore, these people cannot be arrested or moved without their consent. Our Social Development and Law Enforcement department’s mandate is limited as the bulk of the functions to assist people living on the streets fall under SAPS and the National Department of Social Development.
