Die volgende wenke vir brandveiligheid in informele nedersettings soos verskaf deur die Wes-Kaapse Provinsiale Regering:
* Maak seker dat alle stowe op ‘n vasstaande oppervlak is om te keer dat dit omval
* Hou ‘n emmer water byderhand om klein vure mee te blus wanneer dit begin.
* Maak seker dat alle kerse in ‘n veilige kershouer geplaas word, weg van vlambare
materiaal. Sny lang kerse in die helfte om te keer dat dit omval.
* Bou wonings ten minste 3m uitmekaar om te verhoed dat brande vinnig versprei.
Die oop ruimte rondom die huis moet ook skoon gehou word.
* Hou altyd ‘n emmer sand naby wanneer ‘n paraffientoestel gebruik word. Water
sal nie ‘n paraffienvuur blus nie en kan sake vererger deur die vlamme te versprei.
Paraffienbrande kan slegs met sand of ‘n brandblusser geblus word.
* Sorg dat daar genoeg ventilasie is wanneer kos op oop vlamme in jou woning
gaargemaak word.
* Gooi sigarette in ‘n veilige houer en maak seker dit is heeltemal dood.
* Alle oop vure moet geblus word voordat jy die plek verlaat of gaan slaap.
* Moenie ‘n Gallie Blik of ‘n oop vuur wat in dromme gemaak word binne ‘n
informele strukture of huis gebruik nie.
* Moet nooit ‘n soldeer- of steenkoolvuur oornag in die huis los nie, aangesien dit
asemhalingsprobleme kan veroorsaak.
* Wees veral versigtig wanneer gastoestelle gebruik word om kos gaar te maak. Die
silinders moet in ‘n goeie toestand wees en gereeld getoets word vir enige
lekkasies wat ‘n brand of ‘n ontploffing kan veroorsaak.
* Moet nooit jou deur van binne met ‘n hangslot sluit nie; gebruik eerder ‘n
skut/skuiwer vir maklike ontsluiting indien ‘n brand sou ontstaan.
* Wees bewus van die gevare van onwettige en foutiewe elektriese verbindings.
Enige elektriese aansluiting moet deur ‘n geakkrediteerde elektrisiën geïnstalleer
word
* Hou altyd paaie en die toegang tot wonings skoon sodat noodvoertuie maklik
kan rondbeweeg.
* Moenie noodpersoneel voorkom of ontwrig wanneer hulle aandag gee aan
voorvalle nie, aangesien hulle daar is om lewens te red en die vernietiging van
eiendom te voorkom nie.

Enige ongemagtigde elektriese verbinding is onwettig en gevaarlik. Of jy nou ‘n stroombreker omseil om ‘n ekstra verlengingskoord te laat loop of jou eie draad in ‘n elektriese boks inprop, ‘n onwettige verbinding is enige elektriese bedrading, toestel of toerusting wat op enige manier aan die munisipale elektriese netwerk gekoppel is om toegang te verkry tot elektrisiteit sonder toestemming en/of betaling. Omdat daar gewoonlik geen stroombrekers op onwettige verbindings is nie, kan die drade oorverhit en ‘n brand veroorsaak. Elektriese brande is gevaarlik en moet nie met water geblus word nie, want water gelei elektrisiteit, en jy kan geskok word.

Fire Safety Tips for Informal Structures

The following tips for fire safety in informal settlements as provided by the Western Cape Provincial Government:
* Make sure that all stoves are on a stable surface to prevent them from falling over
* Keep a bucket with water handy to extinguish small fires when they start.
* Make sure all candles are placed in a safe candleholder, away from burning material. Cut long candles in half to prevent it from falling over.
* Build dwellings at least 3m apart to prevent fires from spreading rapidly. The open space around the home must also be kept clear.
* Always have a bucket of sand nearby when using a paraffin appliance. Water will not put out a paraffin fire and can worsen matters by spreading the flames. Paraffin fires can only be extinguished using sand or a fire extinguisher.
* Ensure that there is enough ventilation when cooking food on open flames inside your dwelling.
* Discard cigarettes in a safe container and ensure they are completely put out.
* All open fires must be extinguished before you leave the area or go to sleep.
* Do not use a Gallie Blik or an open fire made in drums inside an informal structures or house.
* Never leave a brazing or coal fire overnight inside the house, as this could cause breathing difficulties.
* Take special care when using gas appliances to cook food. The cylinders must be in a good condition and tested regularly for any leaks that might cause a fire or an explosion
* Never lock your door from the inside using a padlock; instead, use a shooter/shifter for easy unlocking should a fire occur.
* Be aware of the dangers of illegal and faulty electrical connections. Any electrical connection must be installed by an accredited electrician
* Always keep roads and the access to dwellings clear so that emergency vehicles can move around easily.
* Do not prevent or disrupt emergency personnel when they attend to incidents, as they are there to save lives and prevent the destruction of property.

ILLEGAL CONNECTIONS – Life threatening and a fire hazard
Any unauthorised electrical connection is illegal and dangerous. Whether you’re bypassing a circuit breaker to run an extra extension cord or plugging your own wire into an electrical box, an illegal connection is any electrical wiring, device or equipment that is connected in any way to the municipal electrical network to access to obtain electricity without permission and/or payment. Because there are usually no circuit breakers on illegal connections, the wires can overheat and cause a fire. Electrical fires are dangerous and should not be extinguished with water, because water conducts electricity, and you can be shocked.

The repairs to road slip failures will have an impact on residents, pedestrians,
runners, cyclists and road users. Construction will commence in August 2024. The estimated construction duration is 2 months.

DESCRIPTION
The purpose of this Contract is to repair two road slip failures along Whites Road, Wilderness. The works comprises of the installation of retaining structures and repairs to the roadway and drainage system

PROJECT PERIOD
• PHASE 1: 5 – 30 AUGUST 2024 (FULL ROAD CLOSURE)
• PHASE 2: 02 SEPTEMBER 2024 TILL 04 OCTOBER 2024 (STOP & GO SYSTEM)

SERVICE DISRUPTION
No Municipal services will be affected. Road lane closures will be implemented along the affected areas. The Contractor will liaise with affected residents in advance, to arrange local access where and when required.

WORKING HOURS
Working hours will be from 07h00 to 18h00 Mondays to Fridays, and potentially from
07h00 to 14h00 on Saturdays.

IMPACT
The construction area will be fully closed to the public. No pedestrians, runners or cyclists may access the construction area throughout the duration of the construction period.
Flag persons and temporary road signage must be adhered to at all times.

ACCESS TO SITE
Access to the construction site will be strictly controlled. No member of the public will be allowed access to the construction area, in terms of the Occupational Health and Safety Act.

The George Municipality apologises for any inconvenience and appeals to the public to be patient and exercise caution throughout the construction period. Please look out for all temporary road signage and construction personnel

Project Hope- For People Living on The Streets

Mr Anthony Noble from Perisos Pottery was so excited when he could collect 14 aprons for his Pottery classes that he ordered from S&D Creations.

Staff from Loerie Bakery, Klein Brak River with their new aprons handmade by S&D Creations. Thank you to small businesses for supporting our sewing group who are going from strength to strength.

George Municipality’s Community development division has launched an initiative to empower people living on the streets of George through a skills development initiative. Two groups S&D Creations(Sewing) and A&A Jewellery Design are producing beautiful, handcrafted products – which include handbags, sling bags, indoor, and outdoor aprons for braaiing, jewellery – crafted using donated materials!

If you would like to help, George Municipality invites all residents to form a part of this amazing initiative. Help us to create more work opportunities for the homeless. Encourage people to get off the streets and rebuild their lives again.

Members of the public interested in purchasing any of the products are encouraged to visit the Community Development offices located on the corner of Varing and St John’s Street. Purchases can be made directly from the participants during their work hours, or customers can discuss their own design preferences and place custom orders. Apart from handbags and aprons, the sewing group also offers curtain production, clothing repair and alteration services.

Urhwebo e-Transand grades emergency airstrip

George Fire Chief Neels Barnard had high praise and special thanks for Urhwebo e-Transand who recently graded and levelled the landing strip at the Denneoord Emergency Airbase at no cost to the municipality. The emergency airbase which was established in 2017 remains the Garden Route’s first dedicated emergency firefighting airstrip on municipal property.

The airbase a collaborative project between George Municipality, Southern Cape Fire Protection Association, Working on Fire and Garden Route District Municipality has meant that firefighting planes can respond much faster than they would have been able if they were stationed at a commercial airport where they would have had to wait in line for a runway along with other aircraft. This is especially applicable during the summer fire season which coincides with the very busy holiday season when thousands of flights are scheduled at commercial airports.

Three fixed wing spotters, two fixed wing bombers and a chopper are stationed at the base during the fire season, and usually at least one plane and a chopper out of season. Municipalities in the Garden Route district use the facility on a call-out basis as services are required. The airbase consists of a runway, helipad, firebase, hangars, taxiways, and a water refilling point.

 

After-hours Assistance for Blocked Pre-Paid Electricity Meters to be discontinued from July 2024

Effective July 2024, after-hours assistance for blocked pre-paid electricity meters will no longer be available. Therefore, arrangements to unblock a meter must be made before Friday afternoons at 14:00.

Once all credit control actions (such as SMS notifications and final demand notices) have been implemented and no response is received from the client, a one-time block for R300.00 will be instituted on arrear accounts. This means that the account holder can incur up to 10 transactions to the maximum value of R300. After reaching the R300 limit or completing 10 transactions, the meter will be fully blocked with no further purchases allowed and unblocking arrangements will need to be attended to during the week.

If you buy 10 times for R10.00 or R20.00 your meter will be blocked before you reach the R300.00 limit due to the 10-transaction cap.

To UNBLOCK your prepaid meter, follow one of the steps below:

• Full payment of your municipal account
• Payment arrangement
• Apply for Indigent Subsidy if you qualify (2 x SASSA)

Na-ure bystand vir geblokte pre-paid meters word vanaf Julie 2024 gestaak
Met ingang van Julie 2024 sal die na-ure bystand vir geblokkeerde pre-paid meters nie meer beskikbaar wees nie. Enige reelings om ’n blok te lig moet dus geskied voor Vrydag-middae om14:00.

Wanneer alle kredietbeheeraksies (soos SMS-kennisgewings en finale kennisgewings) geïmplementeer is en geen reaksie van die kliënt ontvang is nie, sal ‘n eenmalige blok vir R300.00 op agterstallige rekeninge ingestel word. Dit beteken dat die rekeninghouer tot 10 transaksies kan aangaan, tot ’n maksimum van R300 om krag te koop. Nadat die R300-limiet bereik is of 10 transaksies voltooi is, sal die meter ten volle geblok word en geen verdere aankope sal toegelaat word en ontblokkeringsreëlings sal gedurende die week gedoen moet word.

As daar dus 10 keer krag gekoop word vir R10.00 of R20.00 sal die meter geblok word voordat die R300.00 limiet bereik is as gevolg van die 10-transaksielimiet.

Om ’n geblokte pre-paid meter te ontblok volg asseblief een van die volgende stappe hieronder.

• Volle betaling van u munisipale rekening
• Afbetalingsreeling
• Doen aansoek om deernis subsidie indien u kwalifiseer (2 x SASSA)

TRAFFIC IMPACT:

Water Main Line Damage in the Blue Mountain Area

A contractor has damaged a potable water main line in the Blue Mountain area. George Municipality teams are en route to investigate and resolve the issue.

The estimated time of repair will be provided as more information becomes available.

Currently, Blue Mountain experiences low pressure and is without water in some parts. Surrounding areas that may be affected include Kraaibosch, Levallia, Rosemore, Garden Route Mall, Eden Meander, and Protea Park.

Media Statement: Updated status on the BFI Water Projects for George

George Municipality received a Budget Facility for Infrastructure Funding (BFI) grant to the value of R1.115 billion from National Treasury in the 2021/22 financial year and the BFI project with its various project components, has shown significant progress and expenditure up to the 2023/24 financial years. The full BFI project is planned to be completed by October 2025.

George Municipality is actively working to keep our economy on the go, by ensuring adequate long-term planning and investment into our resources – that is water, sewerage and electricity. The Municipality currently provides water services to over 294 929 residents from 85 931 households across 28 wards including the coastal areas of Kleinkrantz, Wilderness, Victoria Bay, Herold’s Bay and Gwaing in the city of George area as per STATSSA 2022. The objectives of the project are to ensure adequate potable water supply to meet the demand of the current population and to provide security for future development, both social and economic, as well as to reduce pollution of certain main water courses.

The project consists of 12 components, some of which will be executed in more than one construction phase.

Component 1 and 2
The 20 Mℓ/d extension to the New Water Treatment Works (New WTW) is component 2 and component 1 is the new WTW Residuals Treatment facility of the project.

Status: The first contract, valued at R263 million, for the civil engineering works – construction is nearing completion. The tender for the mechanical, electrical and instrumentation (MEI) works to the value of R217 million – the installation on site is progressing at pace. Components 1 and 2 form the largest sub-projects of the overall BFI project.

A number of plant shutdowns are required at the new Water Treatment Works to enable tie-ins on the raw water feed to the plant, the clear water feed from the plant to the reservoirs, valve chamber construction, injection chamber construction and some refurbishment of pipework in the existing new Water Treatment Works. These shutdowns have to be carefully co-ordinated to avoid unnecessary downtime or reduction in water supply to George and also contributes to the requirement for the continued water restrictions due to the inability to supply treated water in larger quantities.

The civil engineering construction was scheduled for completion at the end of February 2024 and the mechanical, electrical and instrumentation by December 2024. The latter is still true for the MEI contract, but additional work required on the raw water pipeline and intake works extended the completion date of the civil works. The civil construction Practical Completion dates are as follows:

Portion 1 – Modifications to existing works: Scheduled for 24 June 2024
Portion 2 – Main works 20 Mℓ/d plant: Scheduled for 24 June 2024
Portion 3A – Residuals facility: 26 Mar 2023
Portion 3B – Residuals facility: 20 March 2024
Portion 4 – New clear water pipeline: 20 Dec 2023

Component 3
The refurbishment of the existing Sludge Discharge System Phase 1 and 2 at the Eden, Meul and Schaapkop Pumpstations will improve the reliability of the aged pump stations.

Status: Construction of the first phase has reached completion at the Meul and Eden Pump Stations
• Phase 1: The first phase of the upgrading and refurbishment of the Meul Sewage Pumpstation was completed in June 2023, including a new standby generator and motor control centre. This is also the case for the new motor control centre at the Eden Sewage Pumpstation. The Schaapkop Sewage Pumpstation implementation was delayed and the tender for the Phase 1 implementation had to be cancelled.

•Phase 2: Civil engineering construction on the Meul Sewage Pumpstation Phase 2, as well as the Eden Pump Station have been awarded. While construction at Eden Ps is being delayed by a DFFE permit, the construction at Meul Pump Station has reached Practical Completion. The contract for Mechanical, Electrical and Instrumentation works at Meul Pump Station has also been awarded and construction is due to start. Similarly, the tenders for both portions under the Schaapkop Pump Station have been awarded, incorporating both Phases 1 and 2 to be implemented as a single project.

Component 4
The upgrading of the Garden Route Dam Outlet and Supply project includes the replacement of the existing 600 mm diameter raw water pipeline from the intake tower at the Garden Route Dam to the raw water pumpstations, with a new 800 mm diameter stainless steel pipeline to accommodate a higher flowrate in accordance with the future raw water flow requirements.

Status: The project construction contract was awarded for an amount of R 34.2 million in May 2023. Construction progress is currently at 70%. The estimated completion date for the project is October 2024.

Component 5 – COMPLETED
2 x 1250 kVA generators have been installed at the Garden Route Dam raw water pumpstation. These generators will ensure that during loadshedding or any other power outage, raw water can continue to be pumped uninterrupted to the Water Treatment Works for processing for drinking water supply.

Status:
Construction and installation have been completed and the project has been commissioned. The generators automatically start and can operate during load-shedding.

Component 6
An additional 40 million litre raw water storage and balancing dam will be constructed, as well as a 340m long 800mm diameter raw water outlet pipeline and an 1000mm diameter raw water pump main extension, to secure sufficient raw water storage capacity to supply the 20Mℓ/day extension to the Water Treatment Works and the existing two treatment plants. The new raw water dam will supplement the existing storage dams that provide raw water to the two water treatment plants.

Status: The project construction contract was awarded for an amount of R 93,1 million in December 2023. Construction commenced on site in May 2024 after receiving all statutory approvals. Construction progress is currently at 10%. The estimated completion date for the project is August 2025.

Component 7 – COMPLETED
The rehabilitation of the Old Water Treatment Works, located in Denneoord will allow for the refurbishment of the 20 Mℓ/d treatment plant.

Status: This component consists of four separate contracts and the tenders were awarded at the beginning of 2022. All work has been completed under this component.

Component 8
Refurbishment of the Kaaimans River Pumpstation equipment will include the installation of six (6) new submersible vortex impeller pumps in the sump, a strainer system and six new high lift centrifugal pumps and includes the replacement of the electrical control equipment. The Kaaimans Pumpstation discharges into the Garden Route Dam and contributes significantly to the George raw water resource requirements.

Status: The project construction contract was awarded for an amount of R 16.5 million IN June 2023. Construction progress is currently at 80%. The estimated completion date for the project is August 2024.

Component 9
The new 14,5 Mℓ Pacaltsdorp West Reservoir and Pumpstation will address the current inadequate emergency and balancing potable water storage and provide adequate water security for the medium-term future developments in the western area of Pacaltsdorp.

Status: The project construction contract was awarded for an amount of R 106,9 million in January 2024. Construction commenced on site in May 2024 after receiving all statutory approvals. Construction progress is currently at 10%. The estimated completion date for the project is October 2025.

Component 10
The new 3 Mℓ Pacaltsdorp East Reservoir, 300 kl Tower and pumpstation will address the inadequate emergency and balancing potable water storage in the eastern area of Pacaltsdorp.

Status: The project construction contract was awarded for an amount of R 59,9 million in December 2023. Construction commenced on site in May 2024 after receiving all statutory approvals. Construction progress is currently at 11%. The estimated completion date for the project is July 2025.

Component 11
A new pumpstation and control valves will be provided at the existing Thembalethu West Reservoir and Tower and an existing bulk supply pipeline will be upgraded to ensure adequate potable water storage and increased security of potable water supply to the western area of Thembalethu, as well as provide capacity to meet future development water demands.

Status: Two construction contracts were awarded for a total amount of R 23,9 million in December 2023 and March 2024. Construction commenced on site in May 2024 after receiving all statutory approvals. Construction progress is currently at 7%. The estimated completion date for the project is November 2024.

Component 12
A new 8 Mℓ Thembalethu East Reservoir, 1000 kl Tower and Pumpstation will be provided to ensure adequate potable water storage and increased security of potable water supply to the eastern area of Thembalethu, as well as provide capacity to meet future development water demands.

Status: The project construction contract was awarded for an amount of R 106,5 million in February 2023. Construction commenced on site in April 2024. Construction progress is currently at 10%. The estimated completion date for the project is June 2025.
