GEORGE MUNICIPALITY SERVICES DURING COVID-19 updated 8 December 2021


Latest update: 8 December  2021 (Current Alert Level 1 Adjusted)

George Municipality hereby confirms that all essential services are being rendered. Following the amended regulations in place as of 21 November 2021, certain offices are open to the public whilst others remain closed. We appeal to the public to consider doing transactions and business online, per telephone or via email to avoid coming to the municipality in person and thus helping to reduce the risk of spreading the virus.

During the Covid-19 crisis period, certain staff may be working from home or on rotation, which means contact details and office hours of some services may differ from usual operations. Please see below for more details per directorate.

Please note access to all municipal buildings by members of the public will be limited and subject to Covid-19 protocols which include registration, temperature-checking, sanitising of hands and always wearing a face mask.

REPORTING OPTIONS

  1. Online Reporting via Municipal APP -you can log on behalf of another person, but note the feedback and reference number comes to you as the subscriber
  2. Phone in and/or email to relevant department and request Collab reference number
    Provide clear description of fault, address details and contact details of resident if possible
  3. Area offices – area co-ordinators will log faults and generate Collab reference number

HOW TO ACCESS THE MUNICIPAL APP
On your cellphone and/or desktop

Tap on this link, which will take you to the place where you can download the George Municipal Application (App) on your phone or computer (as long as it can connect to the internet):

When the link has opened, tap/click on the ‘Install’ button.
When the app has installed, tap/click on the ‘Open’ button.
When the app has opened, tap/click on the ‘Accept Terms’ button.
A screen will open on which you have to register.

Type in the cellphone number of the phone you are busy working on in the ‘cell number’ space.
When you have entered the cellphone number, tap/click on the space below for ‘password’.
Put in your cellphone number again in the password section.
When you have entered the cellphone number and the password, tap/click on ‘login’ at the bottom.
The App’s homepage will open.

REPORT A FAULT
If you want to report a fault on the App, tap/click on the little flag at the bottom of the App Screen. It will open onto a page with pictures of the different services you can report.
Tap/click on the picture of the type of problem you want to report. It will open onto a page on which you must explain what the problem is. Please try to fill in as many of the spaces as you can so that the place where the fault is can be found easily.

In ‘Description’, type a short description of the problem (for example: broken streetlight). When you have filled this in, click/tap on the next line.
In ‘Name’ type in your first name which people use to call you.
In ‘Surname’ type in your surname like appears in your ID document.
In ‘Street number’ type in the number of the house or place closest to the problem you are reporting.
In ‘Street name’ type in the name of the street in which the problem is.
In ‘Suburb’, tap/click on the word ‘select’, a block with the suburb names will open up. Tap/click on the name of the suburb in which the problem is.

If you can or want to, you can add a photograph of the problem by tapping/clicking on the picture of the camera. Choose a photo from your phone gallery or take a picture and tap the tick symbol on the top of the photo after you have taken the photo. (You don’t have to add a photograph, but you can if will better show what or where the problem is).

If your phone has GPS and is activated, you can also tap on the map under ‘GPS Position’ and it will mark your position. (You don’t have to add the coordinates, but this is very helpful if it is difficult to find a street address, like when you are on a farm or in a place with no formal street names or where the street names are difficult to see or are misleading).

If everything you want to fill in is done, scroll to the bottom of the page and tap/click on ‘Submit’.

REFERENCE NUMBER
A reference number will be issued (via collaborator) and your listing will be under ‘My Faults’ in the section that is marked with the flag.


You can find the reference number by Clicking on the FLAG icon, Click on MYFAULTS – a list of all faults you have captured will appear – click on the fault you want to check, and you will see the Status and Reference Number of your particular fault. When querying your fault status please ensure you have the Reference Number to hand.

Tap on 3 stripes top left of your screen, next to George – tap on Communications – you will see options Agent Chat/ Click to Call and Twitter

ACCOUNT DETAILS
If you want to see what you owe the municipality on your account, tap/click on the bottom far right picture of a block with lines in it.
Click/tap ‘Add Account’ and enter your George Municipality (GM) account number. The new account totals are loaded usually around the 25th of each month.

Once you have added your account number, you can tap on your name in the list and a new page will open in which the total will be at the top and the blocks below with the pictures are a breakdown of the different items that make up the total that is listed at the top.

SHARE
You can share the App with someone else. On your computer it is listed on the left ‘Share’. On your phone it is at the very top left in the red section (the three white lines) and then tap ‘Share’.
You can click ‘SMS App link’ and then put in the cellphone number of the person to which you want to share the link OR you can click the red ‘Share the App’ block and it will give you other message and social media options.

Motor Vehicle Registration and Licencing
Please note the email addresses for proof of payment of online payments has changed.

Open to the public weekdays 8h00 – 15h00, except Wednesdays when closed at 14h00 due to compulsory training. Access control is from the gate at the street.

Please consider ONLINE RENEWAL of vehicle licenses as per details below instead of in-person renewals at the vehicle licencing centre as Covid-19 regulations significantly impacts on the amount of people that can be served in a day.

Bulk transactions are being handled at a separate venue. Pregnant women, the elderly and disabled can pre-arrange preferential treatment by calling 044 801 9310.

While vehicle licence RENEWALS CAN be done online, the REGISTRATION of vehicles CANNOT be done online as RICA requirements stipulate that the owner of the vehicle must physically appear in front of the official and the documentation must be original – this is, among other things, a measure against fraudulent registration of vehicles.


ONLINE ELECTRONIC PAYMENT OF VEHICLE LICENCE RENEWALS
Two important steps to ensure the Online Process runs smoothly:

A. You MUST use your vehicle license number as a reference when making the payment for example: CAW ###### / Private number ##### WP

B. The second important step is that when you send your emailed Proof of Payment – PLEASE do so to payments@george.gov.za and mvr@george.gov.za AND please use your CAW ###### / Private number ##### WP as the SUBJECT line of your EMAIL (Do not use the abbreviation POP for Proof of Payment or the words “Proof of Payment”  in the subject line as it triggers a SPAM warning which deflects your email and is then not received). Do not send your proof of payment email to an individual’s email address – use the two formal email addresses given only.


George Municipal Online Vehicle Renewal process:
1. Start by registering a profile online at https://online.natis.gov.za/#/ or download the RTMC mobile application for Android from Google PlayStore.

2. Choose between registering as an individual or business.

The following information will be required:

Individual: initial, name, surname, ID number, driving license number, contact details via mobile phone or email.

Organisation: name of business, ID number of proxy, driving license number of proxy, contact details via mobile phone or email.

3. A one-time pin will be sent to your email or mobile phone number, which you must enter online.

4. Go to the ‘View motor vehicle renewals’ section and verify the information of the vehicle for which you are renewing the licence.

5. Access and/or download your electronic motor vehicle license RENEWAL NOTICE (also known as a MVL2 notice).

6. If your licence disk is valid but near expiry or if it has expired but is still in the 21-day grace period after expiry, the amount for the renewal of your vehicle will be on the notice.

7. If your license has already expired beyond the grace period, it will not indicate an amount on the system and clients must please phone the George Motor Vehicle Licensing office at 044 801 9310 to confirm the amount due.

8. Pay the amount due into the George Municipality, FNB Public Sector Cheque Account, Number 62869623150 (Branch Code 210554). Use the relevant vehicle license number as a reference such as CAW ###### / Private number ##### WP.

9. Email the proof of payment to payments@george.gov.za and mvr@george.gov.za Please use your CAW ###### / Private number ##### WP as the SUBJECT line of your EMAIL (Using POP for Proof of Payment triggers a SPAM warning and your email is deflected and not received). Please note the aforementioned email addresses are no-reply addresses and are set up for proof of payments only and cannot be used for enquiries. Please phone 044 801 9310 for enquiries.

10. Once payment reflects on the municipality’s bank statement, the vehicle license will be processed, and you will be contacted to arrange collection. Please do not collect unless pre-arranged and notified via telephone – you won’t have to queue in the transaction lines when you collect.

If you want the licence posted to you, please give the person who phones you the address to which you require it posted. Licences that have not been collected within two weeks from the notification phone call, will be posted to the address listed on the NaTIS system – onus is on the vehicle owner to ensure the correct address is logged on the national system.

The turnaround time for online license renewals is approximately two weeks.

CIVIL ENGINEERING SERVICES
Administration offices (old City Hall) and Customer Services (corner York and Progress Streets) are closed to the public. Please contact the specific person via telephone or email as listed below to arrange for online meetings if necessary.

ELECTROTECHNICAL SERVICES
Administration offices are open to the public. No more than two persons are allowed at Reception at any given time. Members of the Public will be required to sign-in at the Security desk before access is allowed. 

Planned maintenance continues and essential repairs for which planned outages are required will be communicated.

Street cleaning crews continue to operate in and around the CBD and entrance roads to the city at selected hours, seven days a week.

Public toilets at the CBD taxi rank and Doneraile Square are open every day. Toilets at Shoprite are open on weekends.

Please report illegal dump sites to 044 802 2900 or aapril@george.gov.za  or kvstoffels@george.gov.za  The municipality appeals to communities to remain safe and to not dump waste, which is illegal and can be hazardous to their health.

Attendance of funerals is limited to 100 persons or less provided that no more than 75 percent of the capacity of a venue is being used. Attendees must observe a distance of at least 1.5m, wear face masks and adhere to all health protocols. Night vigils and ‘after-tears’ are not allowed. Visitation to cemeteries by small groups are allowed at weekends provided that all Covid-19 protocols are observed.

Municipal Sport facilities are open for social sport events but public swimming pools remain closed to the general public. Only organisations that comply with the regulations as set out in the Gazette of 27 June 2021 will be permitted to use the facilities.

The Finance Hall in the Main Building is open to the public weekdays from 08h00 – 15h30

Covid-19 protocols are in place and only six people are allowed inside the Finance Hall at any given time. Estimated waiting time is 20 minutes depending on the type of queries of the customers ahead of you in the queue.

While electronic payments are recommended (see details below), the Finance Hall is open for account payments in addition to municipal account queries, opening of accounts, new connections, duplicate accounts, arrangements on arrears, indigent applications etc.

If you want to receive your account via email, please mail a request to accounts@george.gov.za.

Ratepayers are requested to use one of the below-mentioned methods to make payments.

Accounts can be paid via electronic transfer (EFT – see details below), via pay@ mobile applications (see details below) and at Pick n Pay, Checkers, Shoprite, USave and SPAR. Please take your most recent available account statement with you so that the shop can access the bar code that connects your payment to your GRG account number.

Meter readings
Online submissions of water meter readings are welcomed and can be provided via the below email address along with the accountholder’s name, contact details and GRG account number.

Please note that meter readings are done per area at different times of the month and it is important that your meter reading email is submitted around the same time as your area’s reading time. Please check the date of the previous reading at the bottom of your account to determine your meter reading slot. A new service provider, Electro Cuts, has commenced water meter reading services for George Municipality

Chief Fire Officer and Emergency Services for George, Neels Barnard closed Gwaiing beach for swimming today due to large pieces of debris in the river mouth after yesterday’s heavy rainfall. He said there are lifeguards stationed at the beach but no swimming will be allowed at this stage due to safety concerns.
He said the area is very dangerous for swimming at this stage as the water is very dark and the mouth is three meters deep at some points. We will keep the public informed of any developments. Issued by George Mun 7 Dec 2021 at 09h00

Residents are advised where possible to stay at home today. Heavy rainfall this morning (48mm) has resulted in a number of roads throughout George being under water. Residents are requested to please either stay off the roads and/or proceed with utmost caution.

Saasveld Road – tree down from Wilderness side, road currently closed until Fire Brigade can remove tree (remains closed from George side towards NMU)
Stag Drive, Dellville Park – under water

 Discussion: Widespread thundershowers are expected over the central and eastern parts of W. Cape throughout Sunday into Monday morning. Further isolated showers are expected into the afternoon, however only light showers expected. Some of these storms may be severe, leading to periods of heavy downpours particularly tomorrow early morning and again through the night and Monday morning. Rainfall accumulations between 50-80mm can be expected. Along with these thunderstorms lightning strikes, and gusty winds and small hail can also be expected.
 Impact: Flooding of roads, settlements and low-lying areas, resulting in closure of some bridges and roads can be expected. Damage to infrastructure and settlements due to gusty winds and heavy downpours can be expected along with disruption to essential services. Certain communities may be cut off and inaccessible. Large amount of small hail causing slippery roads may be expected, which can contribute to increased vehicle accidents.
 Instruction: Load WeatherSmart APP, scroll to last page and use two fingers to navigate storm tracking application If possible stay indoors away from metal objects. Do not seek shelter under trees or tall objects. Do not go fishing or play golf as both the golf clubs and fishing rods are a good conductor of electricity. Be aware that any combination of hail, strong winds and/or heavy downpours can accompany the storms.


Blue Flag lowered today due to debris on Wilderness Beach

The public is advised that the Blue Flag will be lowered today at Wilderness Beach, Salinas due to the continuous amount of debris that is present in the water and washing up onto the beach. This follows from the flash flooding that took place in George on Monday 22nd November. Extreme efforts have gone into clearing the beaches on a daily basis, but it must be noted that the tides, and more expected rainfall this weekend could dislodge more debris in the form of tree branches etc.

Lifesavers are on the beach at Wilderness, Salinas and the beach is open but swimming is not recommended due to safety concerns. Leentjiesklip, Victoria Bay, Herold’s Bay and Gwaing Beach are also being cleared of debris and swimming is not advised until further notice.

R404 has been closed

Garden Route District Municipality confirmed on 1 December 2021 that a section of the R404 leading to the George Airport has been closed. The section of road from the entrance of the Bargain Nursery/ Elvis Brew to the entrance of the George Airport will be closed for urgent repairs following the appearance of a sinkhole.

Motorists travelling from Mossel Bay on the N2 can take the Great Brak turnoff onto the R102 as they can not access the George Airport Entrance via the N2 Airport offramp, or must drive to the Pacaltsdorp/George Bridge, and access the Old Airport Road R102 off the York Street Circle.

Motorists travelling from Knysna on the N2 who wish to access the George Airport, must take the Pacaltsdorp/York Street offramp and turn right to access the Old Airport Road R102 off the York Street Circle.

The Whatsapp number is available between 07h45 – 16h30 Monday to Friday and requires a resident to provide a clear description of the fault, your address and contact details.

George Municipality urgently appeal to the residents of George to USE WATER SPARINGLY and ONLY FOR BASIC NECESSITIES. Average consumption has not reduced at all and is closer to the highest averages measured in a normal month.

Without the assistance of everyone, water balancing will have to continue indeterminately until normal balance can be achieved.

We plead with the public to limit their household water consumption during peak times. Peak times are between 07h00 – 09h00 in the morning, 12h00 to 14h00 and 17h00 to 20h00.

We thank the members of the public who have been cooperating thus far, but without everyone’s help, the network will take even longer to stabilise.

We are aware that Glenbarrie, Camphersdrift, Blanco, Heatherlands and Heatherpark being without water, trucks are positioned at the following addresses:

• Airway Road – Bowling Club
• Heatherpark – At the back of Spar
• Blanco – Post Office (Cnr of George Road/ Maitland Street)
• Glenbarrie – Police College, Plantation Road
• Heatherlands – At the back of Engen Garage

The Civil Engineering Services Department will continue to monitor until the reservoirs have recovered enough before opening full network again.

The public is to note that if they do not have water, it is not necessarily due to a pipe burst but due to controlled water balancing of the system. Every attempt is being made not inconvenience the public and personnel are co-ordinating the placement of water trucks when and where required.

The co-operation of the entire community of George, Wilderness and Herold’s Bay is requested.
