PUBLIC NOTICE: George libraries remain open – manual system to be implemented for issuing of books

George libraries have been impacted by technical issues affecting all non-metro libraries throughout the entire Western Cape. The Sita Library and Information Management System (SLIMS) has been unavailable since 15 November. The impact on service delivery to library users is highly regrettable. All of the George public libraries remain open and will going forward implement manual procedures for the issue and return of books. Internet, WI-FI facilities and the inhouse use of the libraries remain available to all patrons.

Audio and eBooks are available from your local library for free! Libby is the newer library reading app by Overdrive. Patrons are required to download the APP from their play store or via the website link. The patron searches for their local library and is able to browse the collection of Audio and eBooks and make a selection.

New Traffic Manager Appointed

Janine Wells has been welcomed into the  George Municipality as Traffic Manager on the 1st December 2022. She has joined us with 21 years’ experience in Local Government (Traffic Services) of which 13 years were held in managerial positions.

Janine has extensive knowledge and experience in the management of road safety (accident response; public transport; speed enforcement & general enforcement), Driving License Testing Centre, Vehicle Testing Station, Court Section, Motor Vehicle Registrations, parking management and Bylaw enforcement. Ms Wells is a career driven individual with strong managerial and leadership skills which will put her in good stead for the busy festive season ahead.

New Civils Director for George

George Municipality welcomes newly appointed Civil Engineering Director, Jannie Koegelenberg who started with us a month ago and has enthusiastically thrown himself into the position. He hails from Oudtshoorn with a long track record of working within the Southern Cape and on a number of projects with the George Municipality Civil Engineering officials.

Jannie noted that the city of George is growing at a rapid rate. “Civil engineering infrastructure forms the heart of a City and has a direct impact on all residents’ lives on a daily basis. Our aim at Civil Engineering Services is to be an institute of excellence that develops world class sustainable and innovative infrastructure, through advanced smart/digital engineering,”

Mr Koegelenberg obtained his Civil Engineering degree (Cum Laude) at the University of Stellenbosch in 2002 and started his career at BKS (now Aecom) in Pretoria, moved to Stewart Scott International and then Black and Veatch (a leading US consulting engineering firm) before returning to George in 2007 to join SSI now Royal HaskoningDHV. Adding to his skillset, he obtained his Bachelor of Commerce with specialisation in Financial Management through the University of South Africa (UNISA) in 2010.

In 2011 Jannie was appointed as Office Manager for the George SSI office and later also for the Knysna SSI Office. In 2014 he was appointed as the Principal in Charge for the Southern Cape Region until the company changed the management structure in 2016.

“I have worked in close collaboration with the municipal sector my entire career with many years focussed specifically on the important projects here in the Southern Cape. I was the project manager and engineer for various George Municipality projects, and I have successfully completed these projects. I know the George municipal infrastructure very well and am well acquainted with many of the staff members at the municipality on a professional level, “ he said.

Jannie serves on the Executive Council of Institute of Municipal Engineers of South Africa (IMESA) and was recently appointed as the national treasurer for the institute. He also serves on the management committee for the South Cape Karoo branch as the treasurer. He is married to Ilza and has two daughters Suane’ and Mienke. As a family they are active and love being outdoors. Jannie is an avid mountain biker and enjoys hiking, running, gardening and doing projects around the house.

NOTICE NR. T/ING/029/2022 Emergency Water Tariffs 2022/23

This notice serves to notify all interested parties of the following:

On 24 November 2022 the Council of the City of George determined, in terms of the George Municipality Water Services By-Law to Limit or Restrict the Use of Water that enhanced Water Restrictions as provided below will be implemented, and Emergency Tariffs as published in the George Municipality’s List of Tariffs, 2022/23 will be charged as per the Water Tariffs, Section 2.

WATER RESTRICTIONS

  1. Emergency tariffs shall be implemented immediately, as published in the annual tariffs list, as per 2A, and per category of user;
  2. Emergency tariffs shall become effective after notice thereof for a period not exceeding two weeks prior to the effective date, and per the provisions of Section 4 of the Water Services By-law to Limit or Restrict the Use of Water;
  3. Each household shall be limited to 15kl/month;
  4. Other users, businesses and the entertainment industries shall reduce consumption by 15% of the average use over the previous 6 months. Failure to comply will result in a fine as published in the annual tariffs list;
  5. Industries shall reduce consumption by 10 % of their average use over the previous 6 months. Failure to comply will result in a fine as published in the annual tariffs list;
  6. Flow reducing devices shall be installed where the above limits are exceeded. Except for a registered indigent household, the offender will be charged for the cost of the installation;
  7. The public awareness campaign shall be intensified;
  8. Consumers shall be closely monitored, and specifically those that do not heed the restrictions identified;
  9. Gardens may be watered using only watering cans or buckets, any time of day;
  10. Any person who contravenes these restrictions is guilty of an offence and is, upon conviction, liable to a fine as published in the annual tariffs list, or six months imprisonment;
  11. Secondary offenders will be liable to an additional fine as published in the annual tariffs list;
  12. Garden Route DM Disaster Management shall be approached, and requested to inform Provincial Disaster Management of the situation and request that support be provided where required;
  13. Emergency procedures may be followed, where legislation permits it, e.g. with the procurement of goods and services, appointment of personnel/service providers;
  14. A Finance task team shall be formed to monitor usage and identify high users;
  15. A 24-hour complaint line is already in place where whistle blowers can report offenders, on 0800 424477;
  16. Council is requested to provide political support.

The 2022/23 Tariff List makes provision for fines as referred to in the above restrictions, as follows:

Water restrictions:  Admission of guilt fines are in accordance with Section 6, read with section 4 of the Water Services By-law to Limit or Restrict the Use of Water, and AS PER MAGISTRATE’S TARIFFS.

Emergency tariffs to be implemented:

  1. a) First free 6kl per month for domestic households only.
  2. b) All residential consumption, and businesses consuming below 100kl/month, to be charged as per the tariffs below.
  3. c) All other users to be charged 1,5 x the water tariff as published in the annual tariff list.
  4. d) The maximum allowable residential use be reduced to 15 kl / household / month.

Areas with high water pressure and/or high consumption will be identified for the installation of pressure reduction and/or flow reduction mechanisms, including individual properties in the case of violations of the water restrictions. The cost of the device and the installation thereof will be for the cost of the violator, except for registered Indigents where devices will be installed free of charge.

On properties where use is made of own water, e.g. from a borehole or rain water tank, a clear notice with the words “OWN WATER” must be displayed on the property.

The above-mentioned water restrictions and emergency water tariffs will be applicable for water usage as from the date of final publication.

The public is herewith invited to provide their comments to Ms Sam Gcagcaso at sgcagcaso@george.gov.za or to deliver hand written submissions to the Directorate: Civil Engineering Services, Old Town Hall, corner of York and Market Streets, GEORGE, or to the closest area office.

All comments are to be submitted by 16h30 on Monday 12 December 2022.

All comments will be considered before the final Water Restrictions are approved by Council of the George Municipality.

Hierdie kennisgewing dien om alle belanghebbende partye van die volgende in kennis te stel:

Op 24 November 2022 het die Raad van die Stad George, ingevolge die George Munisipale Waterdienste-verordening om die Gebruik van Water te Beperk, bepaal dat verbeterde waterbeperkings soos hieronder verskaf geïmplementeer sal word, en Noodtariewe soos gepubliseer in die George Munisipaliteit se Tariewelys 2022/23 gehef sal word volgens die Watertariewe, Afdeling 2.

 WATERBEPERKINGS

  1. Noodtariewe sal onmiddellik geïmplementeer word, soos gepubliseer in die jaarlikse tariewelys, soos per 2A, en per kategorie van verbruiker;
  2. Noodtariewe sal tot stand kom na kennis daarvan vir ‘n tydperk van hoogstens twee weke voor die implimenterings datum, en volgens die bepalings van Artikel 4 van die Waterdienste-verordening om die Gebruik van Water te Beperk;
  3. Elke huishouding sal beperk word tot 15kl/maand;
  4. Ander verbruikers, besighede en die vermaaklikheidsbedryf sal verbruik met 15% van die gemiddelde verbruik oor die vorige 6 maande verminder. Versuim om te voldoen sal lei tot ‘n boete soos gepubliseer in die jaarlikse Tariewelys;
  5. Nywerhede sal verbruik met 10 % van hul gemiddelde verbruik oor die vorige 6 maande verminder. Versuim om te voldoen sal lei tot ‘n boete soos gepubliseer in die jaarlikse Tariewelys;
  6. Vloeibeheertoestelle moet geïnstalleer word waar bogenoemde perke oorskry word. Behalwe vir ‘n geregistreerde Deernis huishouding, sal die koste van die installasie van die oortreder verhaal word;
  7. Die openbare bewusmakingsveldtog sal verskerp word;
  8. Verbruikers sal fyn gemonitor word, en diegene wie nie ag slaan op die beperkings sal geïdentifiseer word;
  9. Tuine mag enige tyd van die dag met slegs gieters of emmers natgemaak word;
  10. Enige persoon wat hierdie beperkings oortree is skuldig aan ‘n misdryf en is, by skuldigbevinding, aanspreeklik vir ‘n boete soos gepubliseer in die jaarlikse tariewelys, of strafbaar met ses maande gevangenisstraf;
  11. Sekondêre oortreders sal aanspreeklik wees vir ‘n bykomende boete soos gepubliseer in die jaarlikse Tariewelys;
  12. Tuinroete Distrik Munisipaliteit Rampbestuur sal genader word, en versoek word om Provinsiale Rampbestuur in kennis te stel van die situasie en te versoek dat ondersteuning verskaf word, waar nodig;
  13. Noodprosedures kan gevolg word, waar wetgewing dit toelaat, bv. met die verkryging van goedere en dienste, aanstelling van personeel/diensverskaffers;
  14. ‘n Finansiële taakspan sal saamgestel word om verbruik te monitor en hoë verbruikers te identifiseer;
  15. ‘n 24-uur klagtelyn is reeds in plek waar die publiek oortreders kan aanmeld, by 0800 424 477;
  16. Die Raad word versoek om politieke ondersteuning te bied.

Die 2022/23-Tariewelys maak voorsiening vir boetes soos na verwys in die bogenoemde beperkings, soos volg:

Waterbeperkings: Erkenning van skuld boetes is in ooreenstemming met Artikel 6, gelees met artikel 4 van die Waterdienste-verordening om die Gebruik van Water te Beperk, en SOOS PER LANDDROS TARIEWE.

  1. Eerste gratis 6kl per maand slegs vir residensiële huishoudings;
  2. Alle residensiële verbruik, en besighede wat minder as 100kl/maand verbruik, moet volgens die tariewe hieronder gehef word.
  3. Alle ander verbruikers sal 1,5 x die watertarief soos gepubliseer in die jaarlikse tariewelys gehef word.
  4. Die maksimum toelaatbare residensiële verbruik word verminder tot 15 kl / huishouding / maand.

Die koste van die toestel en die installering daarvan sal van die oortreder verhaal word, behalwe vir geregistreerde Deernis huishoudings waar toestelle gratis geïnstalleer sal word.

Op eiendomme waar van eie water gebruik gemaak word, bv. vanaf ‘n boorgat of reënwatertenk moet ‘n duidelike kennisgewing met die woorde “EIE WATER” op die eiendom vertoon word.

Bogenoemde waterbeperkings en nood watertariewe van toepassing wees vanaf die datum van finale publikasie. .

Die publiek word hiermee uitgenooi om hul kommentaar aan Me Sam Gcagcaso te verskaf by sgcagcaso@george.gov.za of om handgeskrewe voorleggings te lewer aan die Direktoraat: Siviele Ingenieursdienste, Ou Stadsaal, hoek van York- en Markstraat, GEORGE, of aan die naaste area kantoor.

Launching QR Codes – Your safety is important to us this festive season!

Executive Mayor Leon Van Wyk is pleased to announce a new initiative of the George Tourism Department to assist visitors and locals alike with festive safety information.  “In our preparations for this year, we will be making use of QR codes that will provide access to websites containing information on tourist activities and events, important municipal contact details as well as water and other safety tips for our visitors. These QR codes give easy access via mobile phone, as we often don’t have a brochure on hand, when we most need it.  This method also assists in keeping our festive season earth friendly as we save on printing costs of various publications, as well as keeping the town clean and green.“

The municipality has created QR codes for three webpages  – one is a link to George Tourism for easy access to information on events, activities, accommodation etc; one is a link to the Municipal Website with the most important contact details any homeowner, holiday renter etc would need during the festive season and finally the third is a link to a Visitor Safety page on the municipal website which gives you information on safety at our beaches, safety in our mountains as well as a list of emergency contacts.

The QR Codes will be publicized extensively by means of posters up at our beach facilities, flyers handed out at roadblocks and tourism site activations to be held throughout George, printed in the George Holiday Guide due out by the 15th December 2022,  and on all of our municipal and tourism social media sites.

The information on the website can be updated immediately if needed and will be supplemented by the daily George Festive Monitoring Committee meetings which start off on 1 December and will be attended by municipal as well as external stakeholders such as NSRI, SAPS, SANParks and others. The purpose of the daily meeting is to assess available resources, identify possible risks  and to put in place actions plans to address these risks so as not to impact on our holidaymakers. Our goal is to ensure consistent service delivery during this busy period and to keep George running as efficiently as possible.

What is a QR Code
A QR code works similarly to barcodes at the supermarket.  Each QR code consists black squares and dots which represent different pieces of information. When scanned, the unique pattern on the barcode translates into human-readable data. Scan the code using your phone’s camera or make sure you have a QR Code scanner app installed.

George – How will the stricter water restrictions affect your household?

The George Council last week tabled stricter water restrictions for George to curb the excess use of potable water (treated drinking water). Residents have been requested to provide their inputs on the proposed Water Restrictions before 12 December 2022. These restrictions are specific to the George city area, and not Uniondale and Haarlem.

What are the new proposed restrictions and how will they affect your household? In short, the most important differences to the current restriction to take note of are:

  1. Every household is now limited to using 15 kilolitres of water per month. Emergency tariffs will be charged for any household which uses more than 15kl.
  2. Businesses dependent on municipal water, including commercial car washes must reduce their use of water by 15% of their past 6-month average.
  3. Large industry must reduce their use of municipal water by 10% of their past 6-month average.
  4. Gardens can be watered any time of the day but only with watering cans or buckets, no hosepipes are allowed.
  5. The Irrigation or watering of ALL sport fields using municipal water is prohibited.
  6. Washing of vehicles with a garden hose is prohibited. Only buckets are allowed.
  7. Cleaning of any outside surface areas using a water hose is prohibited.
  8. Filling up of swimming pools with municipal water is prohibited.
  9. Applications for exemption can be submitted to the Deputy Director Water for consideration.
  10. Those making use of their own water must display a visible sign stating “Own Water”.

Why Water Restrictions?
The Garden Route Dam level remains low due to poor rainfall and predictions for the next three months ahead are not positive. The ongoing loadshedding has also had a negative impact on the ability to treat raw water (despite the use of generators) reducing the reliability of daily treatment volumes. The Existing water treatment works cannot meet peak demands and is increasingly under pressure to meet daily potable water demand. The new 20Ml extension to the capacity of the works will only be completed in the next three years. If demand is not managed new growth and development and peak seasons cannot be accommodated.

Appeal to Residents to save Water
“Our appeal is that all households should immediately reduce their water usage to no more than 15KL per month to adhere to the new water restrictions. At present, we only have 4-5 months’ supply of water left in our Dam, and in addition there is limited water treatment capacity. Our usage has grown dramatically this past year and our residents now need to assist to conserve our water supplies. We also desperately need rain to increase the level of our Dam. Please share this message widely to help save Water,” said Ald Leon Van Wyk.

Basic Checks
Simple basic checks can be done to ensure that your indoor and outdoor taps as well as your toilet/s are not leaking. Close all taps on your property and don’t flush any toilets. Take a water meter reading and wait 15 minutes before taking a second reading. If the units on the water meter have increased with the taps closed and no toilets flushed it means that there is a leak. Note that  one leaking toilet can waste between 2600 – 13 000 litres of water per month, and one leaking tap can waste between 400 – 2600 litres of water per month.

Stricter Water Restrictions announced – Adherence critical to manage treated drinking water capacity

Stricter Water Restrictions will be implemented for George following a decision taken at Council today, 24 November 2022. The restrictions in place since 25 January 2022 will be replaced with intensified Water Restrictions to better manage the use of potable (treated drinking water).

Low rainfall over past three months
The catchment area of George received a much lower than predicated rainfall with a total of only 117.2mm recorded from 1 July  – 14 November 2022. Predictions by the Cape Town Forecasting Office(South African Weather Service)  for the Garden Route for the next three months (December – February 2023) currently remain uncertain, but not positive.

Temporary Water Treatment Package Plant
The Municipality has noted a marked increase in daily water usage since the first week of November this year marking the start of what is expected to be an unusually busy festive season. With the additional 20Ml/day Water Treatment Works (treats raw water to drinking water standard) under construction for the next three years (Completion 2025) and various improvements at the Old WTW (circa 1950) still in process, the water treatment capacity remains limited, and a temporary water treatment package plant will be installed to supplement the potable (drinking water)  with an extra 5 Ml/day. This temporary plant will be operational from mid-December and provide much needed additional capacity to meet the peak season demand, however there remains a high risk of not being able to meet the full demand.

Current Dam Level at 51%
The Garden Route Dam level this week (21 November 2022) was recorded at 51.88% current storage for the new raised dam wall height. The dam was at 100% this time last year after the flood events, and the level has steadily declined since then due to poor rainfall. The official calibration of the dam will be concluded in the coming months, however the current volumes are deemed to be acceptably indicative.

At the moment George falls within the category of Medium Risk in terms of Water Storage Risk Classification ( 3 to 6 months raw water supply) as we are dependent on river abstraction for water supply.

Stricter Water Restrictions Announced
The limited water treatment capacity, and ongoing non-compliance with the water restrictions by certain consumers, necessitates the implementation of increased water restrictions together with the introduction of more punitive measures to encourage reduced water consumption. The ongoing loadshedding also has a negative impact on the ability to treat raw water (despite the use of generators) reducing the reliability of daily treatment volumes.

The enhanced water restrictions will have financial implications for residents, businesses and industry who do not manage their water use conservatively. The implementation of punitive rates is seen as a last resort as an incentive to adhere to restrictions and reduce consumption.

These restrictions are specific to the George city area, and not Uniondale and Haarlem.

(Please note the dam level indication is based on the spillway and dam wall height before it was raised, the latter is the new unofficial estimation based on preliminary calculations ahead of re-calibration of the dam. Re-calibration has commenced and is dependent on several factors. Adjusted official readings will be implemented and reported once new capacity has been confirmed, the time period of this is unknown).

The immediate measures to be adhered to are as follows:

  • Mechanical or automatic irrigation/watering devices or sprinkler systems for gardens are prohibited. Gardens may only be watered with a handheld hose from 19h00 – 21h00 (September – April) and 17h00 – 19h00 (May – August)
  • Mondays/Thursdays: Even-numbered households ONLY
  • Tuesdays/Fridays: Uneven numbered households ONLY
  • The irrigation or watering of all sports fields is prohibited.  Exemption applies only for golf course greens, bowling greens, and cricket pitches daily between 19h00 – 21h00.
  • The washing of vehicles using a handheld/garden hose, except by a commercial enterprise, is prohibited.
  • Cleaning of any outside surface area using a hosepipe/mechanical means is prohibited. The use of a bucket is permitted.
  • Filling of swimming pools is prohibited.
  • Where own water from a borehole or reservoir is used, “OWN WATER” signage must be displayed.
  • Exemption can be applied for and considered, please contact 044 801 9354.

OPENBARE KENNISGEWING: Weiering van toegang en/of weiering om kapasiteit vir voorafbetaalde meters af te gradeer

George Munisipaliteit bevestig hiermee dat ons besig is met die implementering van die nuwe elektriese tariefstruktuur soos deur die Raad goedgekeur. Ons het bewus geword van sekere verbruikers wie munisipale amptenare en subkontrakteur’s  toegang tot hul huise weier weens óf veiligheidskwessies óf omdat hulle nie bewus is van die proses wat aan die gang is nie.

Die Munisipaliteit benodig toegang om die vereiste aanpassings aan die geïnstalleerde kapasiteit op voorafbetaalde meters te implementeer, soos vereis word deur die nuwe tariefstruktuur. Die doel van die aanpassings is om ‘n funksie op die voorafbetaalde meter te verander, om óf die geïnstalleerde kapasiteit aan te pas soos deur die munisipaliteit gekies óf om die kapasiteit aan te pas soos deur die verbruiker gekies.

Hierdie brief gee die mandaat aan die Munisipale amptenare/ONTEC en hul kontrakteurs en subkontrakteurs om die nodige stappe te doen. Die mandaat van die George Munisipaliteit om die kapasiteit van jou voorafbetaalde meter vas te stel, berus by die volgende wetgewing, beleid en goedkeurings.

  1. Die toepassing van koste-reflektiewe tariewe word in die Wet op Munisipale Stelsels Artikel 74 bepaal soos hieronder getoon.

(d) tariewe moet die koste weerspieël wat redelikerwys geassosieer word met die lewering van die diens, insluitend kapitaal-, bedryfs-, instandhouding-, administrasie- en vervangingskoste en rentekoste:

  1. Die Nasionale Elektrisiteitsprysbeleid van Suid-Afrika (EPP) stipuleer die toepassing van kapasiteitsbeperkings op voorrade soos hieronder getoon.

Beleidsposisie: 36
Huishoudelike tariewe om meer koste-reflektief te word, wat ‘n reeks aanbodopsies bied met progressiewe kapasiteit-gedifferensieerde tariewe en aansluitingsfooie:

  • Aan die eenkant ‘n enkeleenergietarief sonder basieseheffing, beperk tot 20 Ampère ennominaleverbindingsheffing;
  • Op die volgende vlak ‘n tarief wat tariefheffings kan bevat om ‘n basiese heffing, kliëntediensheffing, kapasiteitsheffing en energieheffing te weerspieël met kostereflektiewe verbindingsheffings; en
  • Op die finale vlak moet TVG-tariewe (Tyd Van Gebruik) op dieselfde basis as hierbo ingestel word, maar met die TVG-energietariewe.
  1. George Raad het die elektrisiteitstariewe soos voorgestel in die begroting in Junie 2022 goedgekeur en wat deel was van die openbare deelname proses soos hieronder getoon.

  1. Die Nasionale Energiereguleerder van Suid-Afrika (NERSA) het die elektrisiteitstariewe vir George Munisipaliteit goedgekeur, wat die kapasiteitsbeperkings insluit soos toegepas soos hieronder getoon.
  • Huishoudelikeenkelfase – 1 deelvoorafbetaald (20 ampère)
    Energie heffing: 239,62c/kWh
  • HuishoudelikeVerbruikers: 1 of 3 fase. Kapasiteit van meer as 20 Amp enkelfase
    Basiese heffing:       R74,63 per maand
    Kapasiteitsheffing:  R4,50 per Amp per fase per maand
    Energieheffing:        208,49 sent per KWh

Die implementeringsplan is ook breedvoerig met NERSA bespreek, en hulle het die plan onderskryf wat behels dat verbruikers hul kapasiteit kan kies of die keuse van ‘n toepaslike kapasiteit deur die munisipaliteit in geval van verbruikers wat versuim om dit te doen. Verbruikers is ingelig oor die nuwe elektriese tariewe en die besluite wat hulle moet neem, asook die implikasies van kapasiteitsbeperkings.

Om toegang tot munisipale mandaatbeamptes te weier om die gekose kapasiteit te stel, sal gevolge hê. Neem asseblief kennis dat alle munisipale en/of Ontec-amptenare identifikasiekaarte met ‘n foto en hul ID-nommer sowel as ‘n afskrif van hierdie brief dra. Skakel hierdie nommer 044 873 5474 gedurende werksure om te verifieer dat die amptenare by jou huis deel vorm van hierdie projek.

Die volgende opsies is beskikbaar vir die kliënte:

  • Veranderhulbesluiten verleen toegangsodat die kapasiteit op hulvoorafbetaalde meter gestelkan
  • Kies die kapasiteit wat benodig word in die goedgekeurdevormen verleen toegang vir die personeel om die kapasiteittestel.
  • Teken ‘n vorm wat aanduidathulle ‘n verandering in kapasiteitwilhêendus die gepaardgaandebasieseheffingenkapasiteitsheffingsalbetaal. (60 Ampere).
  • Weiering vantoegang of ondertekening van keuringsvorm, in welkegeval die toevoerontkoppelsal

PUBLIC NOTICE: Refusing Access and/or refusing to downgrade capacity for pre-paid meter

George Municipality hereby confirms that it is in process of implementing the new electrical tariff structure as approved by Council. We have become aware that certain consumers are refusing municipal officials and our sub-contractor’s access to their homes due to either safety concerns or not being aware of the process underway.

The Municipality requires access in order to implement the required adjustments to the installed capacity on pre-paid meters, as required by the new tariff structure. The adjustments take the form of a setting being changed on the Prepayment meter itself, to either adjust the installed capacity to the default capacity as selected by the municipality or to adjust to the capacity as selected by the consumer.

This letter gives mandate to the Municipal officials/ONTEC and their contractors and sub-contractors to take the required action. The mandate of the George Municipality to set the capacity of your pre-paid meter is vested in the following legislation, policy and approvals.

  1. The application of cost reflective tariffs is mandated in the Municipal Systems Act Section 74 as shown below.

(d) tariffs must reflect the costs reasonably associated with rendering the service, including capital, operating, maintenance, administration and replacement costs and interest charges:

2.  The National Electricity Pricing Policy of South Africa (EPP) stipulates the application of capacity                limits on supplies as shown below.

Policy Position: 36
Domestic tariffs to become more cost-reflective, offering a suit of supply options with progressive capacity-differentiated tariffs and connection fees:

  • At the one end a single energy rate tariff with no basic charge, limited to 20 Amps and nominal connection charge;
  • At the next level a tariff which could contain tariff charges to reflect a basic charge, customer service charge, capacity charge and energy charge with cost-reflective connection charges; and
  • At the final level TOU tariffs must be instituted on the same basis as above, but with the TOU energy rates.

    3. George Council approved the electricity tariffs as proposed in the budget in June 2022 and which were a part of the public participation process as shown below.

        4. The National Energy Regulator of South Africa (NERSA) approved the electricity tariffs for                          George Municipality, involving the capacity limits as being applied as shown below.

  • Domestic Single Phase – 1 Part Prepaid (20 Amps)
    Energy Charge:  239.62c/kWh
  • Domestic Consumers: 1 or 3 phase. Capacity exceeding 20 Amps single phase
    Basic Charge                     :                               R74,63 per month
    Capacity Charge               :                               R4,50 per Amp per phase per month
    Energy Charge                  :                               208,49 cents per KWh

The implementation plan was also discussed with NERSA in detail, and they endorsed such plan which involved allowing consumers to select their capacity or the selection of an appropriate capacity by the municipality in case of consumers failing to do so. Consumers have been informed of the new electrical tariffs and the decisions that they need to take, as well as the implications of capacity limits.

Refusing access to municipal mandated officials to set the selected capacity will have consequences. Please note that all municipal and/or Ontec officials carry identification cards with a photograph and their ID number as well as a copy of this letter. The following options are available to the customers:

    • Change their decision and allow access for the capacity to be set on their pre-paid meter.
    • Select the capacity needed in the approved form and allow access to the personnel to set the capacity.
    • Sign a form indicating they want a change in capacity and thus will pay the associated basic charge and capacity charge. (60 Amps).
    • Refuse to allow access or signing of selection form in which case the supply will be disconnected.
