Beautifying the city for 20 years, Radie Loubser retires

Radie Loubser was initially contracted to beautify the entrances of George with plants and features – 20 years later he retires this month as Manager of Parks and Recreation, from a job that had been mostly behind the scenes but with results for everyone to see.

In a time that saw George become one of the fastest growing towns in the country, Radie’s hand was on some of the most significant projects that will continue to benefit the city for decades to come.

These include gardens and features at the three main entrances of George and islands in York Street, upgrading of facilities at beaches, starting improvements at Gwaing and Herolds Bay camping grounds, turning land with a reputation for gangs and drugs in Pacaltsdorp into the now Kaptein Dikkop Amphitheatre, clearing plantation where the Denne-Oord Fire Emergency Airbase is now, clearing alien vegetation from 40km of the 66km (61%) of riverbeds that flow through the city (before funding stopped), negotiating a R8-million profit for the harvesting of plantation on municipal ground near the Garden Route Dam, working with local businesses to beautify sidewalks across the city and controlled burning of large tracts of overgrown vegetation in the dam catchment area that ultimately caused streams to flow and reduced the risk impact of the 2018 fires. “So many of these projects are underlined by the goodwill and generosity of the people of George – ordinary citizens, city officials and politicians that had the greater good of the whole city at heart,” says Radie.

Born and bred in Stellenbosch, Radie’s love and appreciation of the outdoors was established while travelling across South Africa with his land surveyor dad, Coenie. He obtained a BSc Honours degree in Forestry at Stellenbosch University and spent several of the following years working for the national Department Forestry in some of the country’s largest plantations including Sabie, the former homelands of Kangwane and Zululand and eventually Knysna in 1988 from where he managed the plantations around George, including the sawmill. “When the department recalled me to the head office in Pretoria, my wife Delène and I could not imagine returning to city life – our kids were growing up in this beautiful place with good schools and wonderful people – so I ‘retired’ at age 38, moved to George, and started my own forestry-related business.”

He also lectured Wood Technology at Port Elizabeth Technicon Saasveld campus (now NMU George), built houses and managed forestry projects. “For me, one of the greatest benefits of working for a government department as opposed to the private sector was the diverse skillset I developed instead of specialising. Managing state forest meant doing everything from nursery practice, planting, tending and harvesting trees, and running sawmills to building roads, overseeing staff housing, finances, firefighting and conservation – and it is this set of skills that eventually led me to George Municipality.”

In 2000 when it became clear that George was set for major growth, the then councillor Flip de Swardt and local businessman Sal Marsillio identified the need for upgrading the entrances to the town. Radie had been known to town officials through his dealings for Forestry and his own business and came highly recommended by the then Director Civil Engineering Basil Steyn as ‘a guy who could get things done but was a bit of cowboy’.

The cowboy-part turned out to be a good fit since the project required some out of the box thinking. “The budget was limited but with so much potential, and so many people willing to help. To this day there are private citizens, businesses and organisations across the municipal area who donate plants, keep sidewalks and clear riverbeds out of their own pocket – they are the reason I continue to believe in the future of this city.

“There are so many challenges for a fast-growing city, not even considering factors such as Covid-19, major economic concerns, political interference and the spirit of vandalism and illegal dumping that are very discouraging.

“I believe the ongoing hope for our city remains our people. There is so many opportunities, so many ways to contribute to the greater good. I still have so many ideas of projects and initiatives that can develop and benefit our city, but I have accepted that I must pass the baton. I am leaving the section in competent hands and have very high expectations of them.

“There are so many people who I want to thank and honour, but I know I will skip some important ones, so please consider yourselves thanked – you know who you are.

“People I really enjoyed working with include former councillor Jurie Bezuidenhout (a true gentleman), former mayor Flip de Swardt (for his driving force), councillor Marlene Barnardt (for being decent and reasonable) and speaker Gerrit Pretorius (for patience and endurance). Colleagues that deserve a mention include Basil Steyn (people-orientated), the late Harold Basson (professionalism, friendliness and sense of responsibility), Community Services secretary Ilse Lubbe (commitment and sacrifice) and tea lady Susan Veldsman (lovely nature, absolutely trustworthiness and willingness to serve others).”

Radie and Delène intend moving to Kleinmond to be closer to their sons, Coenie and Oswald, and grandchildren. “George has been a wonderful place to live and we will always think of it with nostalgia, but we are also excited for this new chapter in our lives.” said Radie.

GO GEORGE visits Up with Down’s

The GO GEORGE communications team paid a visit to the Up with Down’s Centre for learners and adults with special needs in Blanco to share basic information about Covid-19 safety, the rules that apply when travelling on the bus, and passenger and pedestrian safety around the buses.

As usual, the friendly mascot Georgie was the star of the day with both the children and the adults as he had everybody enthusiastically join in the Jerusalema dance. However, this time, he had to share the limelight as photo model with the bus photo banner where the learners and residents queued to pop their heads through the windows and smile for the camera.

Upon receiving their GO GEORGE goodie bags, some of the children came to show the educational items they had received from GO GEORGE last year and have been treasuring ever since.

According to James Robb, GO GEORGE Manager, the design of the bus service is based on the principle that universal access in all spheres of life is not a privilege but a right entrenched in the Constitution. “GO GEORGE as a public transport service aims to be as inclusive and accessible as possible to the entire community, including people with different categories of special needs,” he says.

Several schools and organisations that cater specifically for the needs of people with disabilities are included in the bus service’s outreach programme for the year and especially in November, Disability Rights Awareness Month (DRAM).

The Jerusalema dance has become Georgie’s signature move ever since he was invited to join George Municipality’s Jerusalema Challenge dance group a few months ago. These learners at the Up with Down’s School in Blanco had much fun learning the steps with him during a visit last week.

Garden Route Dam raising of spillway and dam wall wins national award

George Municipality congratulated Zutari Engineering Consultants, formerly known as Aurecon, for winning the Technical Excellence category at the South African Institute of Civil Engineering (SAICE) Awards last night for its work on the raising of the spillway and dam wall of the Garden Route Dam outside George.

George Municipality Director Civil Engineering Services Regenald Wesso said the Garden Route Dam was the main source of potable water for the city and its capacity had become a concern as the municipal area continued to grow exponentially. “Aurecon devised a novel duckbill-shaped spillway that allowed for the dam’s existing storage capacity to be increased by 25% while increasing the dam’s discharge capacity and thus improving the dam’s safety.

“We are proud to be associated with such an excellent team, which not only delivered an outstanding product but did so on time and within budget,” said Mr Wesso.

George Municipality Portfolio Councillor Civil Engineering Services Jacqulique von Brandis said the raised spillway and dam wall project proved that practical and cost-effective solutions to infrastructure development were possible without compromising on quality and effectivity. “Congratulations to Zutari (Aurecon) – for George this is much more than an award-winner, it is an extension of one of the city’s most important resources: water,” said Ms Von Brandis.

The Garden Route Dam spillway and wall project was completed in January 2020 and increased the dam storage capacity by 25% from 10 million cubic metres to an estimated new capacity of 12,5 milion cubic metres.

Good rainfall over the past few months have filled the dam to its old capacity in early October (2020) and is currently at an estimated 85% of the new capacity. The process of calibrating the dam’s new capacity is underway. It is unknown how quickly the additional dam capacity will fill up, especially taking into consideration that the ‘new’ top edge of the dam is wider and the incline flatter than before.

Criteria for the Technical Excellence category of the SAICE Awards:
• Portray the art and science of civil engineering to the general public
• Indicate how the profession finds answers to challenging demands
• Display unique or unusual features
• Demonstrate functional efficiency, economic contribution and service of mankind
• Demonstrate some notable advance in the solution of engineering problems
• Show particular aesthetic appeal
• Display engineering ingenuity in analysis or design and/or in construction technique
• Had successful handling of impacts on the environment
• Be well managed, finishing on time and within budget

Project details:
The previous Garden Route spillway was 25m wide, which was extended to 80m by curving the spillway in the upstream direction. The new spillway consists of a reinforced concrete cantilever structure, which is unusual for hydraulic structures of this type, as these are normally self-stable by their mass. To enhance the stability, the structure is provided with rockfill on the upstream side of the wall footing, in addition to rock anchors.

Although the full supply level (FSL) of the dam was raised by 2.5 m, due to the local terrain the tallest portion of the new spillway wall is 4.9 m tall. A total of 1,780 m3 of concrete was used (750 m3 mass concrete, 300 m3 for the walls, 390 m3 for the wall footing, and 340 m3 for the channel).

The main dam wall was also raised by 1.76m to prevent overtopping by placing earth fill on top of the existing embankment. Selected material was placed as follows: general fill (12,500 m3), rip-rap (2,500 m3), filter sand (750 m3), and topsoil (2,050 m3).

SMS and email reminders for car licence renewal notices

Vehicle owners are reminded that renewal notices for vehicle licences have not been issued in print on paper in the Western Cape since December 2019, neither via post nor at the municipal offices, but an online system has been in place to activate SMS and email reminders.

The Road Traffic Management Corporation (RTMC) has over the past year phased out printed notification across the country and launched electronic notification for all last month (October 2020). This means all vehicle owners whose correct contact details are on the NaTIS online system will in future receive a SMS or email notification on the 1st of the month for a vehicle licence that expires at the end of that month (so, if your vehicle licence expires 31 January, you will receive a notification on 1 January).

There will not be a follow-up SMS and no SMS or email will be sent if a vehicle licence has already expired.

An SMS notice will read: Dear XXXXX, Your vehicle notice number for CAW##004 is (reference number inserted), current amount due (Rand value inserted) as at 01/XX/2020 (date inserted). NaTIS Online Team.

An email notification is an electronic version of the MVL2 notice (the one that was previously printed and posted to you) which can be downloaded and printed if need be, and then presented to the cashier in order to renew the motor vehicle licence concerned.

To check if you are on the system, register as per details below – vehicles in your name will be listed and available vehicle renewal notices (MVL2s) will be accessible for download. If your contact details have changed or are incorrect, please ensure you have it updated the next time you renew a licence at the Vehicle Licencing Department – bring a proof of residential address such as a municipal account in your name with you to enable you to change the details. If your contact details are correct, please consider renewing your licence online (see details below).

Please note YOU DO NOT NEED THE NOTICE TO BE ABLE TO RENEW YOUR LICENCE, it is just a convenient reminder. The vehicle licence expiry date is indicated at the bottom of your current vehicle licence disk and it is recommended that you diarise the licence expiry date in advance to ensure timely renewal. Vehicle licences are valid for a year from the date of renewal and the owner has 21 days from the date of expiry on the disk to renew the license.

ONLINE ELECTRONIC PAYMENT OF VEHICLE LICENCE RENEWALS
The customer starts by registering a profile online at https://online.natis.gov.za/#/ or download the RTMC mobile application for Android from Google PlayStore.

Choose between registering as an individual or business.

The following information will be required:

2. Organisation: name of business, ID number of proxy, driving licence number of proxy, contact details via mobile phone or email.
3. A one-time pin will be sent to your email or mobile phone number, which you must enter online.
4. Go to the ‘View motor vehicle renewals’ section and verify the information.
5. Access and/or download your electronic motor vehicle licence RENEWAL NOTICE (also known as a MVL2 notice).
6. The amount for the renewal of your vehicle will be on the notice.

George Municipality Executive Mayor Alderman Leon van Wyk extends the following message to matrics 2020, whose exams start next week, 5 November 2020:

Please be reminded that learner’s licences, driving licences, temporary driver’s licences and professional driving permits which expired during initial lockdown (26 March-31 May), have been extended until 31 January 2020.

If your driving or learners’ licence test was cancelled during lockdown or because of offices being closed due to Covid-19 measures, you will receive an SMS with a new date and time. Please phone 044 878 2400 if you have not received an SMS within 20 days from your previous appointment.

Households may put out seven black, four green and an unlimited number of blue bags.
Additional tied bundles of branches are allowed if they are shorter than a metre in length and can be picked up by one person.

BLUE bags are for non-soiled recyclable materials, including plastic, paper, card board, glass etc.
GREEN bags are for green waste, including organic kitchen waste such as fruit and vegetable peels, as well as garden waste, including grass cuttings, leaves etc. No soil is allowed in green bags.
BLACK bags are for ‘wet’ waste, things that cannot be recycled.

All refuse bags must be put out by 7am on removal day.
Please don’t put bags out the day or night before removal.
Please wrap broken glass in newspaper before placing in bags to prevent injuries to workers.
A pack of 26 black bags are distributed to households quarterly.

Blue and green bags are collected on the same day as black bag refuse removal but not at the same time. A separate trip is made for the collection of the blue bags.
Participating households will receive two blue and two green replacement bags.
Households or businesses that are actively recycling and require additional green or blue bags, can collect from the municipality Environmental Services department at the address below.

Street cleaning crews continue to operate in and around the CBD and entrance roads to the city at selected hours, seven days a week.

Public toilets at the CBD taxi rank and Doneraile Square open every day, toilets at Shoprite open on weekends.

Please report illegal dump sites to 044 802 2900. The municipality appeals to communities to remain safe and not dump illegal waste, which can be hazardous to their health.

Attendance of funerals 68. (1) Attendance at a funeral is limited to 100 persons or less: Provided that not more than 50 percent of the capacity of the venue is used, with persons observing a distance of least one and a half metres from each other. (2) Night vigils are not allowed. (3) During a funeral, a person must wear a face mask and adhere to all health protocols and social distancing measures.

Holiday bookings filling up quickly after Covid-19 tourism slump

After months of uncertainty and frustrations linked to the Covid-19 lockdown, things are looking up for local tourism as holiday season bookings for accommodation establishments in George and surrounds are filling up quickly.

George Tourism Manager Joan Shaw said its members in George, Wilderness and Uniondale had reported a significant increase in bookings over the past two weeks. “The phone in Wilderness Tourism office in particular has not stopped ringing and the establishments that are members of George Tourism in the village are already fully booked for December high season as per the Covid-19 capacity restrictions.
“We invite all accommodation and associated businesses to become members, free of charge, to take full advantage of the benefits that membership offers – and to let us know their capacity rates so we can send enquiries their way.

“The lockdown months have been really tough on tourism and related industries, but the recent surge in bookings are really encouraging and we anticipate a busier season than was initially anticipated. Local establishments are really excited about incoming visitors from all over the country and remain committed to uphold Covid-19 protocols to limit the spread of the virus.

“George and surrounds boast some of the most spectacular outdoor spots in the world that offer more than enough social distancing, fresh clean air and the friendliest people – albeit behind a mask and a sanitising bottle!

Street name replacement programme underway

The George Municipality’s annual street name replacement programme is well underway. Among name boards recently replaced are the interconnecting streets in Caledon Street, which had been removed by the municipality prior to roadworks and replaced with a new type of street name plate, which will be used across the city to systematically standardise street names across the municipal area. This year’s street name replacement included boards for Pacaltsdorp, Conville, Borchards, Denneoord, Loeriepark, Parkdene, Rosemoor, Levallia and Blanco. The municipality is currently erecting street name boards in Uniondale and Haarlem.

Garden Route Dam level heads towards new high

Excitement is growing as the Garden Route Dam is filling up towards its new capacity following the raising of the dam wall and completion of its new spillway last December (2019).

George Municipality Director Civil Engineering Regenald Wesso said the dam level had not risen above its previous capacity since the spillway project was completed, but recent abundant rainfall had filled the dam up relatively quickly and reached its ‘old’ 100 percent capacity today (7 October 2020). “Everything from here upwards is new territory and we are excited to see the real capacity of the dam – the expected additional capacity is 20% but will be confirmed with a new calibration in due course.”

The process of appointing a service provider to do the calibration is underway. In the meantime, locals are keeping a close eye on the rising dam level as more rain is expected this week and for the summer. The dam level has risen by more than 20% (from 78,76% to 100%) since the first week in September and 141,8mm rainfall has been recorded from 2 September until today.

The previous capacity of the dam was 10 million cubic metres. The new estimated capacity is 12,5 milion cubic metres.

It is unknown how quickly the additional dam capacity will fill up, especially taking into consideration that the ‘new’ top edge of the dam is wider and the incline flatter than before. “We are nonetheless grateful for a good rainy season and the additional capacity our dam will hold to support sustainable water management of our fast-growing city,” said Mr Wesso.

George Municipal Manager Trevor Botha said although the current water situation was a great relief, the municipality remained mindful of the bigger picture and would continue to promote long-term water security.

“The city will continue to promote water saving and will not forget that our dam level had dropped to 41.21% during the height of the previous drought in September 2017. Water restrictions are expected to remain at its current Level 2B for the foreseeable future – restrictions promote a mindset change that is globally supported: drinkable water from a tap is a privilege that should be respected and is not guaranteed. Population growth, climate change and economic challenges are just some of the factors that will affect potable household water supply in all nations in the foreseeable future.

“While the George municipality understands that citizens feel it is their right to use the water they have helped save, national and global water issues are bigger than us. We have been blessed by rains and our dam is reaching new heights, but we must do the right thing and that is cultivating a permanent lifestyle of water conservation,” said Mr Botha.

Update on UISP Project Thembalethu

The construction of the 700 top structures is in the final stage (Consolidation, Building of top structures) in Phase One of Upgrading of Informal Settlements Programme (UISP) in Thembalethu. This project was made possible by Western Cape Provincial funding with George Municipality acting as the agent.

Lawula and Marnol JV (Joint Venture) contractors were appointed for the construction of 603 of the 700 top structures in this project and Nokhanyo Services for the remaining 97 top structures in terms of the approved subsidy quantum. Twenty-five houses were handed over to proud owners in the past four weeks.
The Enhanced People’s Housing Process (EPHP) Housing Programme was the housing delivery programme implemented in this project. With the EPHP programme, beneficiaries are provided an opportunity to be involved in the planning with regards to their homes including the selection of which contractor they preferred. Houses either with or without a patio could be selected.

Phase One of the UISP commenced on 27th February 2017. A total of 638 houses have been built and handed over to date. Following the relaxation of the lockdown levels, the contractor and Marnol JV (Joint Venture) have commenced with the completion of the rest of the homes where the erven was previously utilised as a Temporary Relocation Area during the construction process.

There are a total of 62 houses which need to be built to bring Phase One of the UISP top structure project to a close. Once the construction of the 700 top structures is completed, no further work will be done except on those houses which are in the retention phase. The retention period is that in which defects can be reported, within three months after the house has been handed over and defects must be corrected by the responsible contractor.

Soup kitchens continue to feed communities

The George Municipality continues to feed communities through its longstanding soup kitchens programme.

The 137 soup kitchens, which operate from private homes in vulnerable communities across the municipal area, were the backbone of feeding programmes throughout the height of the Covid-19 lockdown period, serving up to 22 000 meals twice a day.

George Municipality Director Community Services Walter Hendricks said the soup kitchen programme had recently returned to its normal operations. “We currently serve 8000 meals a week to mostly children and the elderly three times a week. Covid-19 protocols remain in place at soup kitchens for as long as is necessary.

“The ongoing success of the municipality feeding scheme is proof of the extraordinary people who work and live here – from dedicated staff who run the day-to-day logistics to the people who selflessly host soup kitchens in their homes and volunteers who serve there every day, no matter the circumstances.

“The support from individuals, businesses and NGOs who had generously donated food during lockdown will always be remembered and we thank them again for their role in feeding our people. Individuals and organisations that want to continue supporting soup kitchens can drop off food and supplies at the municipality’s Community Development offices or phone the number below.”

Illegal dumping causes flooding

The heavy rainfall experienced this week and that which is expected this weekend in the George area raises the ongoing complication our Civil Engineering Services directorate has to deal with – that is the illegal dumping of material into stormwater drains. Overflowing storm water drains are generally found to be blocked by illegal materials and rubbish dumped directly into the drain causing damage and flooding down the line.

Please help reduce blocked drains and how to report illegal dumping:
One of the main reasons for blocked drains and sewerage spills is the wrong stuff being flushed down toilets or thrown into manholes. Items that should not be flushed down toilets include baby nappies, sanitary pads and tampons, newspaper, cloth and fabric, fatty food or fat. Regular items that municipal staff have to clear from manholes include branches, tyres, rocks, mattresses and other solid items which are suspected to be dropped in there by mainly children getting up to mischief.

The municipality appeals to communities to NOT flush unsuitable items down the toilet, and to help prevent people from throwing stuff down manholes. Report sewerage complaints to Civil Engineering Services on 044 801 9262/66 during office hours or 044 801 6300 after hours.

Please spread the news in your community that the dumping of waste is dangerous and a health hazard. Waste should be collected in refuse bags and placed for collection on your areas waste removal days. Builders rubble and waste not suitable for bags must be dropped at the municipal refuse site on the R102 (airport road).

If you can provide names, vehicle registration details or addresses of alleged perpetrators and are willing to make a statement in this regard, please report illegal dumping to Law Enforcement at 044 801 6350 or sprins@george.gov.za. You don’t need a photograph of the perpetrator, but it will strengthen the case for a warning or fine to be issued.

• Cleaning of outside surfaces using a hosepipe with municipal water is prohibited (buckets allowed, rainwater encouraged).
• “OWN WATER” signage must be displayed where applicable and must be proven on request by municipal officials.
• Applications for exemption of some restrictions may be considered on merit.

Be fire safe in cold weather

Recent cold weather has again highlighted the need for fire safety at home as the George Fire Department responded to an increasing number of residential fires over the past weeks.

George Fire Chief Neels Barnard said winter months were traditionally the busiest time for residential fires as people tried to stay warm in cold weather. “The past weekend was a case in point – six informal structures burned to the ground leaving 20 people homeless in three separate fires in Blanco, Conville and Thembalethu.

“While the causes of house fires are not always straight-forward to determine, they generally have in common unsafe practices including overloading electrical plugs, falling asleep with burning cigarettes or taking a drum or tin fire indoors. Fires in formal residences are often associated with newly installed fireplaces that had not been sufficiently insulated and new or neglected gas installations,” said Mr Barnard.

Vegetation fires in winter are often associated with homeless people making open fires to keep warm when sleeping outside. While not necessarily the cause of the past weekend’s fires, the department responded to five vegetation fires during this time.

When rain and snow accompany the cold, motor vehicle accidents increase, which are also attended by the fire department. George Fire and Rescue responded to 10 motor vehicle accidents this past weekend.

The above factors are often worsened by alcohol abuse and there is a correlation between the number of callouts on Fridays and at the end of the month when people have been paid wages and salaries.

“George Municipality Fire and Rescue appeals to everyone to take extra care when working with fire and electricity, to be responsible and fire-conscious at all times – your life and property are at stake,” said Mr Barnard.

WINTER FIRE SAFETY TIPS
Do not overload electrical connections and plugs, use the plug for what it was made for.
Do not override the safety switch on your electrical board to avoid the electricity kicking out when you overload plugs.
Monitor plugs and check that they do not become hot.
Pull out cellphone and other chargers when you are not using them.
Do not carry drum and tin fires indoors.
Do not get into bed with a cigarette.
Put the electrical heater off before you fall asleep.
If you install a fireplace, use a reputable builder or installer and monitor new installations when in use. Have your fireplace and chimney serviced regularly.

George Municipality allocates R500 000 to clearing of illegal dump sites for Covid-19 Hotspots

George Municipality has identified a shocking 200 illegal dump sites in George, located in Thembalehtu, Protea Park, Lavalia, Rosemoor, Conville, Maraiskamp, Parkdene, Rosedale, Syferfontein, New Dawn Park, Seaview, Blanco, Touwsranten, Wilderness Heights Informal Settlement and Kleinkrantz Informal Settlement. The impact of Covid-19 on our communities and in particular on our two hotspots, Thembalehtu and Pacaltsdorp, has highlighted the extreme dangers of these illegal dump sites which serve as a breeding ground for insects and vermin as well possibly containing dangerous medical waste which could be contaminated with COVID-19.

The Budget office in response to a plea from the Hotspot Strategy Task Team, has set aside a sum of R500 000  to address the illegal dump sites over the next two months and the Community Services Directorate, Cleansing division will start this week with a cohesive clearing programme. Areas will be systematically cleared up and the refuse removed to the Transfer Station using JCB’s and trucks.  

An Intergovernmental, multi-disciplinary Hotspot Strategy Task Team (HSSTT) was established in July 2020 to mitigate the impact of the Covid-19 pandemic in areas such as Thembalehtu and Pacaltsdorp the moment evidence became available that these areas were Hotspots i.e. communities showing the highest rates of transmission of infection.  

Steven Erasmus, Director for Protection Services and Chairperson of the HSSTT noted that one of the proposed interventions which is critical to the strategy outlined in the HSSTT’s action plan, is the removal of refuse that has been illegally dumped in the respective hotspot areas.” This matter has been escalated internally as well as externally. A Provincial Cabinet decision on this and other critical matters is awaited. In the meantime, the George Municipality as well as the Garden Route District Municipality have joined efforts and made funding available for this purpose. This is a classic and very commendable example of intergovernmental cooperation, demonstrating how various authorities can collaborate to achieve a common goal. The Task Teams’ main objective is to minimize the spread of the virus and in so doing save as many lives possible,” said Mr Erasmus.

During a Budget meeting held on Friday 28 August, Executive Mayor Leon Van Wyk highlighted the urgency and need to keep our vulnerable communities safe, but at the same time admonished those citizens who perpetuate the misinformation that illegal dumping provides for job creation. “The reality is no jobs are being created, the clearing  of these sites is generally done with expensive equipment which uses budget previously allocated to infrastructure and/or similar projects. By allowing illegal dumping to take place in your neighbourhood, and turning a blind eye, you are forcing the municipality to spend unnecessary funds on cleaning, when the funds should be used to maintain roads, water and sanitation services and so on, “ said Ald Van Wyk.

Municipal Manager, Trevor Botha thanked the Garden Route District Municipality for their collaborative approach  and funding assistance. “The ongoing inter-governmental approach to tackling the pandemic of Covid-19 means we are stronger and better at taking action with the unified goal of keeping our communities safe. In fact this pandemic has served to strengthen the cohesiveness of the three spheres of government in assisting and supporting  each other, sharing information and coordinating efforts against this invisible enemy,” said Trevor Botha.

George Municipality asks you to spread the news in your community that the dumping of waste is dangerous and a health hazard. Waste should be collected in refuse bags and placed for collection on waste removal days. Builders rubble and waste not suitable for bags must be dropped at the municipal refuse site situated off the R102 (airport road). Please report illegal dumping to our law enforcement offices, if you can provide names, the vehicle registration details or addresses of the alleged perpetrators and are willing to make a statement in this regard it will assist the municipality in catching the culprits.

MVR Office open this Saturday for LICENCE RENEWAL

The Motor Vehicle Registration offices will be open on Saturday 29 August 2020, for those residents whose motor vehicle licences expire end of August.
Please note the standard grace period of 21 days applies to any motor vehicle licence expiring on 31 August 2020.

Please be reminded that motor vehicle licences, temporary permits and roadworthy certificates that expired during initial lockdown (26 March-31 May) remain valid until 31 August 2020 and motor trade number licences until 30 November 2020.

Please consider online renewal of vehicle licences as per details below instead of in-person renewals – as Covid-19 regulations significantly impacts on the amount of people that can be served in a day. Offices are, however, fully staffed and bulk transactions are being handled after-hours.

Pregnant women, the elderly and disabled can pre-arrange preferential treatment by calling 044 801 9310.

Please note access to premises for Motor Vehicle Licence Centre and Vehicle Testing Station is regulated at the gate from the street.

ONLINE ELECTRONIC PAYMENT OF VEHICLE LICENCE RENEWALS
The customer starts by registering a profile online at https://online.natis.gov.za/#/
Choose between registering as an individual or business.

The following information will be required:
1. Individual: initial, name, surname, ID number, driving licence number, contact details via mobile phone or email.
2. Organisation: name of business, ID number of proxy, driving licence number of proxy, contact details via mobile phone or email.
3. A one-time pin will be sent to your email or mobile phone number, which you must enter online.
4. Go to the ‘View motor vehicle renewals’ section and verify the information.
5. Access and/or download your electronic motor vehicle licence RENEWAL NOTICE (also known as a MVL2 notice).
6. The amount for the renewal of your vehicle will be on the notice.
7. Pay this amount into the George Municipality ABSA bank account (details below) and use the relevant vehicle licence number as a reference, eg. CAW ###### / Private number ##### WP

Blue and green bags collection resumes 1 September 2020

Green and blue refuse bags collection resumes in the George municipal area from 1 September 2020. The service was temporarily discontinued when the service provider Interwaste had notified the municipality that it would close its regional offices in George and end its contract with the municipality.

George Municipality Director Community Service Walter Hendricks said the municipality would temporarily perform the service in-house. “We will be renting additional trucks (with drivers) and trailers for this purpose – Expanded Public Works Programme (EPWP) workers from other municipal departments will be reallocated to support the service.

“The tender process for the appointment of a new service provider to perform this role will commence shortly and, because of its scope, may take several months to finalise.

“The George Municipality thanks the public for their patience and understanding and reiterates its commitment to reduce waste. We will make every effort to remain true to this goal in the face of ongoing Covid-19 and other challenges,” said Mr Hendricks.

Residents can put out four green bags and unlimited number of blue bags together with up to seven black bags on their scheduled removal day. Blue and green bags will be collected on the same day as black bags, but by different truck-and-trailers. Replacement blue and green bags (two of each per household for participating neighbourhoods) will be distributed as soon as the supply chain process for the buying of bags has been finalised – probably within the next two to three weeks.

The green and blue bag collection service will be applicable in all neighbourhoods that have previously been serviced as well as Uniondale and Haarlem.

The municipality will attempt to catch up on the backlog on the first cycle, but if there are still some blue and green bags out by 8pm on the day of your regular collection, please take in whatever is left and put it out with the next week’s bags.

As per Covid-19 regulations, bags will be sprayed with sanitiser before distribution and collection personnel will be wearing personal protective gear.
